According to point a, clause 1, Article 17 of Decree 100/2019/ND-CP, stipulating penalties for motorbike and motorcycle operators violating vehicle condition regulations when participating in traffic:
Operating a vehicle without a horn; number plate light; brake lights; a left-side rearview mirror for the operator or having one but it is non-functional.
Thus, according to this regulation, motorbikes and motorcycles only need to have a left-side rearview mirror. If missing or having one that is non-functional, it will be subject to a penalty from VND 100,000 to VND 200,000.
In your case, the absence of a right-side rearview mirror will not be penalized.
