Erasing, altering, and falsifying the content of the decision to establish an educational institution, how much is the penalty?

According to Clauses 1b, 4, 5 Article 4 of Decree 04/2021/ND-CP (Effective from March 10, 2021), the following content is stipulated:

A fine ranging from VND 15,000,000 to VND 20,000,000 shall be imposed for the act of erasing, altering, or distorting the content of any of the following documents:

Establishment decision, decision permitting establishment; decision on merger, division, separation, dissolution, or conversion of the type of educational institution.

Supplemental sanctioning form:

- Confiscation of the materials, including the establishment decision, decision permitting establishment, decision on merger, division, separation, dissolution, or conversion of the type of educational institution; establishment decision, decision permitting establishment, decision on merger, division, separation, or dissolution of the quality accreditation organization that is erased, altered to distort content for violations prescribed in Clause 1 of this Article;

- Remedial measures: Forcing the transfer of eligible admitted students to another educational institution that is qualified to operate legally or canceling the admission decision and refunding the fees collected from the students if the transfer is not feasible, for violations prescribed in Clauses 1, 2, and 3 of this Article.

Note: The above fine levels are fines for administrative violations by organizations. For the same administrative violation, the fine level for individuals is half of the fine level applicable to organizations.
