What are principles for conducting the search and collection of the remains of fallen soldiers in Vietnam?
Based on Article 138 of Decree 131/2021/NĐ-CP, the principles for conducting the search and collection of the remains of fallen soldiers are as follows:
- Any agencies, organizations, or individuals who discover the presence of fallen soldiers' remains or the possibility of fallen soldiers' remains and information about the cemetery of fallen soldiers are responsible for notifying the competent authorities to organize the search, collection, and identification of the remains of fallen soldiers with missing information or without information (referred to as the remains of fallen soldiers with missing information).
- Encourage organizations and individuals to provide information about martyrs and their graves to facilitate the search, collection, and identification of the remains of fallen soldiers with missing information.
- Identification of the remains of fallen soldiers with missing information:
+ By empirical methods for the remains of fallen soldiers when collecting them in martyrs' cemeteries and graves within martyrs' cemeteries in cases where information is still incomplete.
+ By DNA testing methods for the remains of fallen soldiers when collecting them in martyrs' cemeteries and graves within martyrs' cemeteries in cases where information is still incomplete or unavailable.

What are funcstions of the Steering Committee on the search, collection, and identification of the remains of fallen soldiers with missing information in Vietnam?
According to Article 139 of Decree No. 131/2021/NĐ-CP, which regulates the functions of the Steering Committee on the search, collection, and identification of the remains of fallen soldiers with missing information:
- The Steering Committee on the search, collection, and identification of the remains of fallen soldiers with missing information is established at the provincial, military zone, and national levels. It directs and coordinates activities from central to local levels.
- The Prime Minister decides to establish the National Steering Committee on the search, collection, and identification of the remains of fallen soldiers with missing information and determines its tasks and powers.
- The Ministry of Defense decides to establish the Office of the National Steering Committee on the search, collection, and identification of the remains of fallen soldiers with missing information to assist the National Steering Committee. It directs the military zones to establish the Steering Committees on the search, collection, and identification of the remains of fallen soldiers with missing information at the military zone level.
- The Chairman of the Provincial People's Committee decides to establish the Provincial Steering Committee on the search, collection, and identification of the remains of fallen soldiers with missing information at the provincial level and determines its tasks and powers.
- The Political Bureau of the military zones is the standing agency assisting the Steering Committee at the military zone level. The High Command of Hanoi, the High Command of Ho Chi Minh City, the Provincial Military Command, and the Department of Labor, Invalids and Social Affairs are the standing agencies assisting the Provincial Steering Committee at the provincial level.
