Based on Clause 1, Article 4 of Circular 09/2022/TT-BVHTTDL (effective from December 15, 2022), the duties of Grade I Painter - Code: V.10.08.25 are as follows:

1. Duties:

a) Chair the organization of creation and direct the implementation of large-scale artistic works with high complexity;

b) Promote new trends of artistic creation; summarize, draw experience, research, and propose issues related to the process of artistic creation;

c) Chair scientific research activities, analyze artistic creation trends in Vietnam and abroad; prepare materials and documents to serve the creation, implement the shaping solutions (sketches, complete sketches, express the work);

d) Monitor and evaluate the social effectiveness of the work after being released to the public to draw lessons, propose trends of creation of new works.

What are standards of Grade I Painter - Code: V.10.08.25 in Vietnam?

Based on Clause 2, Clause 3, Article 4 of Circular 09/2022/TT-BVHTTDL (effective from December 15, 2022), the standards of Grade I Painter - Code: V.10.08.25 are as follows:

2. Standards for education and training:

a) Have a bachelor's degree or higher in a relevant field of fine arts. If you have a bachelor's degree or higher in another field, you must be awarded the title of "People's Artist", "Meritorious Artist" or awarded the "Ho Chi Minh Prize", "State Prize" for literature and art;

b) Have a certificate of training for the professional title of fine arts civil servant.

3. Standards for professional competence:

a) Have a good understanding of the Party's guidelines, policies, laws and regulations of the State on the field of fine arts;

b) Have a comprehensive knowledge of various forms of fine arts; characteristics and features of related art subjects; scientific and technological achievements in Vietnam and abroad related to fine arts;

c) Have a good understanding of the forms, methods of creation and the relevant technical procedures;

d) Master the use of materials; have experience in creative activities, expressing works;

dd) Have the ability to direct and coordinate with colleagues in organizing professional activities in fine arts; have the ability to research and propose creative solutions in the field of fine arts.

What are requirements for civil servants applying for or being considered for promotion to Grade I Painter in Vietnam?

According to Clause 4, Article 4 of Circular 09/2022/TT-BVHTTDL (effective from December 15, 2022), the requirements for civil servants applying for or being considered for promotion to Grade I Painter in Vietnam are as follows:

4. Requirements for civil servants applying for or being considered for promotion to the professional title of Grade I Painter:

a) Have held the professional title of Grade II Painter or equivalent for at least 6 years. In case of having equivalent time, there must be at least 1 year (12 months) holding the professional title of Grade II Painter as of the deadline for submitting the application for the exam or promotion;

b) Meet one of the following requirements:

- During the time holding the professional title of Grade II Painter or equivalent, there are at least 2 works that have been recognized by the professional art council at the ministerial level or equivalent for their artistic quality or have been awarded prizes at professional competitions, festivals, professional performances, exhibitions on literature and art nationwide (or at the national level).

- Awarded the title of "People's Artist" or awarded the "Ho Chi Minh Prize" for literature and art.
