What are contents of reviewing and completing dossiers and lists of martyrs in Vietnam?
Pursuant to Clause 1 Article 7 of the Circular 80/2022/TT-BQP (effective from December 26, 2022) stipulating contents of reviewing and completing dossiers and lists of martyrs in Vietnam as follows:
1. Contents of reviewing and completing dossiers and lists of martyrs
a) Review, make statistics and supplement to compare and determine the total number of martyrs; number of martyrs sacrificed in each period; identify the number of martyrs with missing records and lists at agencies, units and localities;
b) Build and complete the database on martyrs and martyrs' graves; integrate databases to serve the search and collection of martyrs' remains.
What are measures to review and complete dossiers and lists of martyrs in Vietnam?
Pursuant to Clause 2 Article 7 of the Circular 80/2022/TT-BQP (effective from December 26, 2022) stipulating measures to review and complete dossiers and lists of martyrs in Vietnam as follows:
2. Measures to review and complete dossiers and lists of martyrs
a) Agencies and units of regimental level and equivalent or higher, People's Committees at all levels, on the basis of dossiers and lists of martyrs being managed; results of decoding symbols and insignia of military units during the war; history and traditions of agencies, units and localities, actively coordinating with the Labor - War Invalids and Social Affairs sector, the Liaison Committee (veterans, combat buddies) to review and complete the profile and list of martyrs;
In case information cannot be concluded (lost information, missing or deceased military personnel), synthesize and make a separate list to continue to coordinate with units and localities in verifying, verifying and making conclusions;
b) Organize the verification, verification and standardization of information on martyrs (full name, hometown, year of birth, relatives of martyrs; units and cases of sacrifice; time, place of sacrifice, place of initial burial); examine and compile records and documents related to the graves (if any) that have been handed over or have not been handed over the list and diagram of the graves (the original burial place) to the units and localities that gather and the Department of Labor - War Invalids and Social Affairs where the martyrs' remains are searched and gathered;
c) Organize the review, comparison, finalization of the number and standardization of information on martyrs; update database on martyrs provided by Policy Department, General Department of Politics;
d) Political agencies from regimental level and above shall report according to their decentralization the results of reviewing and completing dossiers, lists of martyrs, database on martyrs, and grave charts according to decentralization to the level directly under the Ministry of National Defense. Political agency (policy) unit under the Ministry of Defense integrates the database of the units under it, reports to the Policy Department, the General Department of Politics to integrate the national database on martyrs;
dd) The commune-level People's Committee shall report the results of reviewing and completing the dossier and list of martyrs (local soldiers, political party people, youth volunteers, militiamen, guerrillas, self-defense forces) to the district-level military agencies to summarize and report to the integrated provincial-level Military Command, and to the database on the 515 Steering Committee of the military zone and the Office of the National 515 Steering Committee.
Results of reviewing and completing the dossier and list of martyrs to be handed over according to Clause 5, Article 6 of this Circular.
What are regulations on the responsibility for reviewing and completing dossiers and lists of martyrs in Vietnam?
Pursuant to Clause 3 Article 7 of the Circular 80/2022/TT-BQP (effective from December 26, 2022) stipulating the responsibility for reviewing and completing dossiers and lists of martyrs in Vietnam as follows:
3. Responsibility for reviewing and completing dossiers and lists of martyrs
a) Central committees, ministries, branches and localities from commune level upwards are responsible for reviewing and completing dossiers and lists of martyrs who have sacrificed over time under the management of agencies, units and localities;
b) Military agencies and units from regimental level and above are responsible for reviewing and completing dossiers and lists of martyrs of agencies and units;
In case the affiliated agencies and units have been dissolved, merged or split, the immediate superior political agency shall assume the prime responsibility and direct the functional agencies to coordinate in reviewing and completing the dossier and list of martyrs.
