I'm currently a principle of a university. I used to study journalism. I wonder if a higher education institution be able to establish a press agency? Which document states that?

Pursuant to Clause 2, Article 14 of the Law on Press in 2016 stipulating subjects are permitted to establish the press agency in Vietnam as follows:
2. The university education organizations in line with regulations of the Law on university education, the scientific research and technological development organizations organized in the form of academy or institute in accordance with the provisions of the Law on science and technology; provincial-level hospitals or the equivalent or higher level are permitted to establish the scientific magazines.
Pursuant to Clause 2, Article 1 of the Amendments on the Law on Education in 2018 stipulating higher education institution means an education institution of the national education system and is permitted to provide higher education training, engage in science and technology activities and serve the community.
As regulations above, higher education institutions are permissible to establish press agencies in Vietnam.
In Vietnam, where do the revenues of the press agencies come from?
According to the current Law on Press, there are regulations on the revenues of the press agencies. Which sources are considered as revenue sources of the press agencies?

Pursuant to Clause 2, Article 21 of the Law on Press in 2016 stipulating revenues of the press agencies in Vietnam as follows:
a) The revenues allocated by the press agency;
b) The revenues from selling newspapers and right to see the journalistic products, advertisements, exchange and sale of copyright of contents;
c) The revenues from business activities and services of the press agencies and theor subordinate units;
d) The revenues from the legal assistance of domestic and foreign organizations and individuals.
Above are regulations on revenues of the press agencies in Vietnam in accordance with the Law on Press in 2016.

Pursuant to Article 14 of the Law on Press in 2016 stipulatingsubjects are permitted to establish the press agency in Vietnam as follows:
- The Party agencies, state agencies, social – political organizations, the social – political – occupation, the social organizations, the social – occupational organizations, religious organizations from provincial level or the equivalent or higher level operating legally in accordance with the regulations of Vietnam are permitted to establish the press agencies.
- The university education organizations in line with regulations of the Law on university education, the scientific research and technological development organizations organized in the form of academy or institute in accordance with the provisions of the Law on science and technology; provincial-level hospitals or the equivalent or higher level are permitted to establish the scientific magazines.
