According to the Ordinance on Meritorious Persons, what are conditions and standards for revolutionary activists from January 1, 1945 to the August Uprising in 1945 in Vietnam?

Article 11 of the Ordinance on preferential treatment for people with meritorious services to the Revolution stipulates conditions and standards for revolutionary activists from January 1, 1945 to the August Uprising in 1945 as follows:

1. Revolutionary activists are considered and recognized by competent authorities as revolutionary activists from January 1, 1945 to the date of the August Uprising in 1945 when one of the following conditions and criteria is met:

a) Participated in revolutionary organizations or armed forces at district level or equivalent or higher during the period from January 1, 1945 to the date of the uprising of each locality and then continued to participate in one of two resistance wars;

b) Were active at the grassroots during the period from January 1, 1945 to the date of the uprising of each locality and then continued to participate in one of the two resistance wars and when active at the grassroots during the period From January 1, 1945 to the date of the local uprising, the Secretary, President, Head of Viet Minh, Secretary of Peasants for National Salvation, Secretary of Youth for National Salvation, Secretary of Women for National Salvation at commune level or equivalent Duong; Captains, group leaders, group leaders of teams, groups, self-defense groups fighting, propagating liberation, youth saving the country, farmers saving the country, women saving the country, children saving the country in localities that have not yet formed groups Commune-level revolutionary mass organizations; People who were admitted to the Viet Minh organization were then assigned to stay in the locality to develop the revolutionary base; people who participated in the revolutionary activities of August 1945 and after the date of the uprising until August 31, 1945 held one of the head positions specified in this point or participated in revolutionary organizations or armed forces from district level or equivalent or higher;

c) Revolutionary activists specified in Points a and b of this Clause do not continue to participate in either of the two resistance wars due to the need to be reduced to military service, to be on military leave, or not healthy enough.

2. People who were recognized as revolutionary activists before January 1, 1945 will not be considered for recognition as revolutionary activists from January 1, 1945 to the date of the August uprising, 1945.

3. The Government regulates in detail the conditions, standards, procedures, and documents for recognition of revolutionary activists from January 1, 1945 to the date of the August uprising, 1945.

Preferential regimes for revolutionary activists from January 1, 1945 to the August Uprising in 1945 are stipulated in Article 12 of the Ordinance on preferential treatment for people with meritorious services to the Revolution:

1. People who participated in revolutionary activities from January 1, 1945 to the August uprising in 1945 are entitled to the following preferential treatment:

a) Issue "Certificate of revolutionary activities from January 1, 1945 to the August uprising in 1945" according to Government regulations;

b) Monthly allowance;

c) Health insurance;

d) Annual health recovery nursing;

d) Support for housing improvement based on each person's merits and circumstances;

e) Preferential regime specified in Points c and g, Clause 2, Article 5 of this Ordinance;

g) Providing money to buy Nhan Dan daily newspaper; create conditions to participate in appropriate cultural and spiritual activities.

2. People who are enjoying preferential treatment for revolutionary activists from January 1, 1945 to the date of the August Uprising in 1945 and are recognized as revolutionary activists before January 1, 1945 are only enjoy preferential treatment for revolutionary activists before January 1, 1945.

Preferential regime for relatives of revolutionary activists from January 1, 1945 to the August Uprising in 1945 in Vietnam

Preferential regime for relatives of revolutionary activists from January 1, 1945 to the August Uprising in 1945 specified in Article 13 of the Ordinance on preferential treatment for people with meritorious services to the Revolution:

1. Health insurance for spouses and children from 6 years old to under 18 years old, or from 18 years old or older if they are still in school or have a severe or especially severe disability.

2. Preferential regime specified in Points d and dd, Clause 2, Article 5 of this Ordinance for children.

3. Those who participated in revolutionary activities from January 1, 1945 to the August uprising in 1945 and are enjoying death benefits, their relatives will be entitled to preferential benefits as follows:

a) Monthly death benefit for spouses and children under 18 years old or 18 years old or older if they continue to study or have severe or especially severe disabilities.

In case the spouse lives alone, the child is an orphan and both parents are under 18 years old or 18 years old or older if they are still in school or have a severe disability or especially severe disability, they will be entitled to an additional death benefit;

b) One-time allowance equal to 03 months of current monthly allowance.

4. People who participated in revolutionary activities from January 1, 1945 to the date of the August Uprising in 1945 died without enjoying the preferential regime specified in Article 12 of this Ordinance, their relatives or worshipers will be entitled to benefits according to Government regulations.

5. Burial allowance for people or organizations performing burials when people who participated in the revolution from January 1, 1945 to the August uprising in 1945 and were receiving monthly allowances died.
