Do prisoners in detention facilities register to buy food to eat more in Vietnam?

Pursuant to Article 6 of the Internal Regulations of Prisoner Detention Facilities promulgated together with Circular 89/2022/TT-BQP (effective from January 25, 2023) regulating accommodation and food regime of prisoners in detention facilities are as follows:

Eat, rest

1. Prisoners must eat at the prescribed time and place, maintain hygiene and food safety. Prisoners who have deposits deposited at prison facilities can use them to register to buy food for extra meals, but not more than 03 times the amount in 01 month for each prisoner and necessary supplies for individual's activities and studies according to the regulations of the prisoner detention facility. When prisoners need material assistance from each other, they must request and receive the consent of responsible officials.

2. The prisoner must lie in the prescribed position in the prison cell; sleep and rest on time; Maintain personal hygiene, prison cells and public places.

Thus, prisoners can use deposits money at the detention facility to register to buy food and extra food but not more than 3 times the amount in 1 month for each prisoner in Vietnam.

 

What actions are strictly prohibited with prisoners at detention facilities in Vietnam?

According to Article 10 of the Internal Regulations of Prisoner Detention Facilities promulgated together with Circular 89/2022/TT-BQP (effective from January 25, 2023) regulating prohibited acts with prisoners at the detention facility as follows:

- Hiding, organizing escape from detention; oppose, incite, incite, entice, seduce, or force other prisoners to oppose and disrupt security and order;

Failling to strictly comply with decisions, orders, requests, and instructions of officials;

Violating regulations on management, detention, education and reform of prisoners;

Traveling without permission beyond the prescribed scope; hindering the execution of prison sentences by other prisoners;

Reporting falsely, concealing your own and other Prisoners' violations; take revenge on people who reflect on their own or other people's wrongdoings.

- Bringing in, storing, and using prohibited objects; create objects that may cause insecurity, safety or danger to yourself or others; Arbitrarily keeping animals in prison facilities for prisoners.

- Suicide, self-injury, physical destruction or helping others commit suicide, self-injury, physical destruction; beat, threaten, bully, control, torture, humiliate others; appropriate or destroy or damage property or objects of the detention facility, their own or that of others; Voluntary contact with visitors or other people.

- Voluntarily changing sleeping position; lending, repairing different styles of clothes provided, erasing stamps on clothes; Illegal use of fire or electricity; Gathering parties, eating illegally; using alcohol and other stimulants; gambling, organizing gambling, buying, selling, exchanging, borrowing in any form between Prisoners or other people; Male prisoners cut their hair bald (except in cases of illness with the consent of medical staff), and grow beards, mustaches, and long fingernails.

- Forming associations, groups, factions in any form; having uncultured attitudes, words, and behaviors, being aggressive, insulting the honor and dignity of others; arbitrarily write, draw, hang, and paste pictures and photos; spitting, throwing trash indiscriminately or committing acts that cause public unsanitary conditions in prison facilities.

- Resisting, being lazy, pretending to be sick and avoiding work, vocational training, studying and other educational activities; Hire or force other prisoners to serve or do work for themselves or other prisoners.

- Storing and using all kinds of books, newspapers, documents, films, tapes, discs, electronic storage devices, and cultural products;

Spreading culture and ideas with reactionary and depraved content;

Using scriptures and expressing beliefs and religions at the wrong place and time according to the regulations of the detention facility; religious propaganda; divination, worship, superstitious practices in all forms;

Connecting, sending, or distributing illegal information and images outside or on media networks; Telephone contact with relatives inconsistent with registered content.

- Sexual and lewd acts between prisoners with each other or with other people (except for husband and wife relationships when permitted); tattooing on your body or on someone else's body; Wearing metal objects or other materials on your own body or on other people's bodies.

- Smoking cigarettes, waterpipe tobacco, and e-cigarettes in prisoner detention facilities, places of study, group activities, labor workshops, vocational training, places that can cause fire, explosion, or areas with hanging "no fire" and "no smoking" signs; violating regulations on disease prevention and control; violating regulations on fire and explosion prevention and fighting.

- Violating other provisions of law.

What should prisoners behave when entering or leaving the detention facility in Vietnam?

In Article 4, the Internal Regulations of Prisoner Detention Facilities promulgated together with Circular 89/2022/TT-BQP (effective from January 25, 2023) regulate prisoners when entering and leaving the detention facility must be kept as follows:

When entering or leaving the detention facility or prison area, prisoners must take off their hats and caps and hold them in their right hand, clearly reporting their full name, team to the responsible officer. If traveling in a team of less than 10 people, walk in a vertical line, holding hats in the right hand; If there are 10 or more people, walk in two vertical lines, the right row holds hats and hats in the right hand, the left row holds hats and hats in the left hand; The leader of the team of prisoners must clearly report the name of the team and number of people to the responsible officer.
