1. Agencies, organizations, and individuals are not allowed to illegally interfere with the Court's consideration and decision to send them to compulsory rehabilitation facilities.
2. Within the scope of their duties and powers, agencies, organizations and individuals are responsible for coordinating with the Court in considering and deciding to send to compulsory rehabilitation facilities when requested by the Court.
3. Court decisions that have come into legal effect must be implemented and respected by agencies, organizations and individuals. Relevant agencies, organizations and individuals must comply with the Court's decisions and must be responsible before the law for that compliance.

According to Article 6 of the Ordinance on Order and Procedures for the People Court to consider and decide on sending drug addicts from 12 years old to under 18 years old to compulsory rehabilitation facilities with regulations on management responsibilities to onsider and decide to send to compulsory rehabilitation facilities as follows:
Within the scope of its functions, tasks and powers, the Supreme People's Court manages the work of considering and deciding on compulsory drug rehabilitation facilities of the Courts, and has the following tasks and powers:
1. Preside and coordinate in promulgating, proposing to promulgate, and submitting to competent authorities for promulgation legal documents on consideration and decision on sending to compulsory rehabilitation facilities;
2. Organize statistics, build and manage databases on consideration and decision to send to compulsory rehabilitation facilities;
3. Preside and coordinate guidance, training and professional development in implementing the law on considering and deciding on sending to compulsory rehabilitation facilities;
4. Check the compliance with the law in considering and deciding on sending people to compulsory rehabilitation facilities by the Courts.

Pursuant to Article 7 of the Ordinance on Order and Procedures for the People Court to consider and decide on sending drug addicts from 12 years old to under 18 years old to compulsory rehabilitation facilities, regulating costs and fees in the treatment Consider and decide to send to compulsory rehabilitation facilities, specifically as follows:
1. Costs in considering and deciding to send to a compulsory rehabilitation facility include:
a) Expenses for interpreters and translators;
b) Expenses for lawyers and legal assistants who protect the legal rights and interests of the subject;
c) Inspection costs, document copying costs and other costs as prescribed by law.
2. Expenses for considering and deciding to send to compulsory rehabilitation facilities specified in Clause 1 of this Article are implemented in accordance with the law on litigation costs.
3. Responsibility for paying costs in considering and deciding to send to a compulsory rehabilitation facility is prescribed as follows:
a) Expenses specified in Clause 1 of this Article are required to be paid by the Court; In case the State Legal Aid Center appoints a person to protect the legal rights and interests of the person being asked, the Center will pay for it;
b) The costs specified in Points a and b, Clause 1 of this Article, if requested by the subject, parents or guardian of the subject, shall be paid by them, unless otherwise prescribed by law. .
4. Fees for issuing copies of documents and photocopying documents at Court are implemented in accordance with the law on court fees and charges.
