The formulation of mechanisms and policies for economic management in general and in a number of specific fields, policies for domestic investment, foreign investment in Vietnam and investment of Vietnam abroad; to build economic zones, industrial parks, border-gate economic zones, high-tech zones and other types of economic zones; management of official development assistance (ODA), foreign non-governmental aid; Bidding; the establishment and development of enterprises and collective economic areas and cooperatives must satisfy national defense requirements.
