What are cases of replacement of the registration certificates and license plates for vehicles in Vietnam?
Pursuant to Article 16 of the Circular 24/2023/TT-BCA stipulating cases of replacement of the registration certificates and license plates for vehicles in Vietnam as follows:
Case for replacement and re-issuance
1. Cases for replacing the registration certificate and license plate: Vehicles that have been modified; Vehicles that have changed their paint color; Vehicles that have been registered and issued white-background license plates with black letters and numbers to yellow-background license plates with black letters and numbers (for vehicles engaged in passenger transportation by car) and vice versa; Renewing the registration certificate; Changing the information of the vehicle owner (name of the vehicle owner, personal identification number, address); The registration certificate is damaged, faded, or torn; The license plate is damaged, faded, or broken, or the vehicle owner requests to replace the old registration certificate and license plate with a new registration certificate and license plate in accordance with this Circular.
2. Cases for reissuing the registration certificate and license plate:
- The registration certificate is lost;
- The license plate is lost.
Therefore, the replacement of the registration certificate and license plate is carried out in the following cases:
- Vehicles that have been modified;
- Vehicles that have changed their paint color;
- Vehicles that have been registered and issued white-background license plates with black letters and numbers to yellow-background license plates with black letters and numbers and vice versa;
- Renewing the registration certificate;
- Changing the information of the vehicle owner;
- The registration certificate is damaged, faded, or torn;
- The license plate is damaged, faded, or broken, or the vehicle owner requests to replace the old registration certificate and license plate with a new registration certificate and license plate in accordance with the regulations.
What documents are included in the application for replacement of the registration certificates and license plates for vehicles in Vietnam?
Pursuant to Article 17 of the Circular 24/2023/TT-BCA stipulating the application for replacement as follows:
Document requirements for replacement and re-issuance
1. Registration form for vehicle registration.
2. Documents of the vehicle owner as specified in Article 10 of this Circular.
3. Registration certificate (in case of replacement of registration certificate) or license plate (in case of replacement of license plate).
4. Additional documents:
a) In case of replacing the license plate from a yellow background with black letters and numbers to a white background with black letters and numbers, an additional decision to revoke the business license for transportation or a decision to revoke the license plate and sign is required.
b) In case of modified vehicles that have replaced the engine or frame, additional documentation is required, such as the source document, the transfer of ownership of the engine or frame, and the safety certificate and environmental protection certificate for modified vehicles.
c) In case of modified vehicles that have replaced the engine or frame with a different brand, an additional safety certificate and environmental protection certificate for modified vehicles is required.
d) In case of modified vehicles that have replaced the engine or frame of a registered vehicle, a certificate of withdrawal of registration and license plate of the registered vehicle is required.
Therefore, the documents for replacing the license plate include:
- Registration application form
- License plate
- Documents of the vehicle owner:
+ For Vietnamese citizens: Use the level 2 digital identity account to perform the registration procedure on the public service portal or present a national identity card, passport.
+ For foreign citizens:
++ For foreign diplomatic, consular, and international organization representatives in Vietnam:
Present a diplomatic passport, service passport, consular passport, honorary consular passport, or general passport, still valid, and submit a letter of introduction from the State Guesthouse or Department of Foreign Affairs.
++ In case the foreign owner is a foreigner living and working in Vietnam (excluding the subject specified in point a of this clause):
Present a permanent residence card or temporary residence card (valid for a minimum of 6 months of residence in Vietnam).
- For organizations:
++ For organizations (excluding the subject of the vehicle owner is a diplomatic mission, consular mission and representative of international organizations in Vietnam): Use the level 2 digital identity account to perform the registration procedure on the public service portal; if the organization has not been granted a level 2 digital identity account, present a tax code notification or a certificate of establishment.
In case the vehicle is owned by a military enterprise, an additional letter of introduction from the General Department of Vehicles, Technical Department, Ministry of Defense is required.
In case the vehicle is engaged in passenger transportation by car, an additional copy of the business license for passenger transportation by car issued by the Department of Transportation is required, with the original for comparison; in case the vehicle is owned by other organizations or individuals, a lease contract or a business cooperation contract or a service contract is required.
++ For diplomatic missions, consular missions and representative of international organizations in Vietnam:
Use the level 2 digital identity account to perform the registration procedure on the public service portal; if the organization has not been granted a level 2 digital identity account, present a tax code notification and submit a letter of introduction from the State Guesthouse or Department of Foreign Affairs.
++ A person authorized by the agency or organization to go to the procedure must submit the documents of the vehicle owner as prescribed and present personal identification documents similar to the case of the vehicle owner is a Vietnamese citizen; the vehicle owner is a foreigner.
In case of replacing the license plate from a yellow background with black letters and numbers to a white background with black letters and numbers, an additional decision to revoke the business license for transportation or a decision to revoke the license plate and sign is required.
