Only the Chief Justice of the Supreme People's Court has the authority to appeal under the supervisory review procedure?
Based on Clause 1, Article 331 of the 2015 Civil Procedure Code stipulating those with the authority to protest under cassation procedures as follows:
The Chief Justice of the Supreme People's Court and the Procurator General of the Supreme People's Procuracy have the authority to protest under cassation procedures against judgments and decisions that have taken legal effect of the High People's Court; judgments and decisions that have taken legal effect of other courts when deemed necessary, except for cassation decisions of the Judicial Council of the Supreme People's Court.
Thus, according to the above regulation, not only does the Chief Justice of the Supreme People's Court have the right to protest under cassation procedures, but also the Procurator General of the Supreme People's Procuracy has such authority.
