      How many minutes before the exam must candidates in Vietnam be present in the examination room?

      In Article 14 of the Regulation on the High School Graduation Examination issued with Circular 15/2020/TT-BGDDT (amended by Clause 5 Article 1 of Circular 02/2024/TT-BGDDT), the responsibilities of candidates are stipulated as follows:

      Responsibilities of candidates:

      1. Follow the regulations stated in Article 13 of this Regulation and the instructions for organizing the annual high school graduation examination by the Ministry of Education and Training. Candidates are responsible for keeping their account information and passwords confidential to log into the Examination Management System. In case a candidate forgets their account and password, they should contact the registration venue for assistance.

      2. Be present in the examination room at the designated time stated in the Examination Admission Card to complete the examination procedures:

      a) Present their Identification Card or Citizen Identity Card (referred to as the Citizen Identity Card) and receive the Examination Card.

      b) If there are any errors in their surname, middle name, first name, date of birth, priority object, or priority area, they must immediately report to the examination supervisor or the person on duty at the Examination Venue for prompt resolution.

      c) In case of losing the Citizen Identity Card or other necessary documents, they must report it immediately to the Head of the Examination Venue for consideration and handling.

      3. Be present in the examination room at the designated time for each session, obey the instructions of the Examination Supervisory Board, and follow the guidance of the examination supervisor. Candidates who arrive more than 15 minutes after the start of the examination session will not be allowed to take part in that session.

      ...

      Currently, there is no regulation specifying the exact time candidates must be present in the examination room before the start of the exam. However, candidates are not allowed to arrive more than 15 minutes after the start of the examination session as instructed by the timekeeping command.

      What are the violations that can result in a warning for candidates taking the high school graduation exam in Vietnam?

      In Article 54 of the Regulation on the High School Graduation Examination issued with Circular 15/2020/TT-BGDDT, amended by Clause 17 Article 1 of Circular 02/2024/TT-BGDDT, the sanctioning of candidates who violate the Examination Regulation is stipulated as follows:

      Handling of candidates who violate the Examination Regulation:

      Any violation of the Examination Regulation will result in the drafting of a record, disciplinary action, and notification to the candidates.

      1. Reprimand:

      a) For candidates who commit an offense for the first time; looking at or exchanging answers with other candidates;

      b) This form of disciplinary action is decided by the examination supervisor in the drafted record.

      2. Warning:

      a) For candidates who violate one of the following offenses: Previously reprimanded but still continue to violate the Examination Regulation at the reprimand level during that examination session; exchanging answers or draft papers with other candidates; copying answers from other candidates or allowing other candidates to copy their answers;

      b) The examination supervisor drafts a record, seizes relevant materials (if any), and reports to the Head of the Examination Venue to decide on the form of suspension from the examination. If the Head of the Examination Venue disagrees, the report is submitted to the Head of the Examination Supervisory Board for a decision. Candidates who are suspended from the examination must submit their answer sheets, test papers, and draft papers to the examination supervisor and must leave the examination room immediately after the decision is made. They can only leave the examination area when the examination session time is over;
