What are regulations on the use of economic and technical standards for establishing sea surface temperature maps using low-resolution optical remote sensing data in Vietnam? What are labor standards in the preparatory work for establishing a sea surface temperature map using low-resolution optical remote sensing data in Vietnam? What are standards for the use of machinery and equipment in the preparatory work for establishing a sea surface temperature map using low-resolution optical remote sensing data in Vietnam?
Thank you!
At Section 5 of Part I of the Economic and Technical Standards for Establishing Sea Surface Temperature Maps and Sea Surface Chlorophyll Maps at a Scale of 1:500,000 and 1:1,000,000 using Low-Resolution Optical Remote Sensing Data, issued together with Circular 13/2022/TT-BTNMT (effective from December 12, 2022), regulations on the use of standards are as follows:
- For labor standards: The time for paid leave in accordance with the regulations for direct labor is calculated as 34 days out of a total of 312 working days in a year.
Labor time with paid leave = Direct labor technical time x 34/312
The amount of time spent on paid leave is applied to all steps of the work. Labor standards include the necessary time spent by direct labor to produce a product and the time for paid leave in accordance with current legal regulations.
- The work of establishing sea surface temperature maps and sea surface chlorophyll maps at a scale of 1:500,000 and 1:1,000,000 using low-resolution optical remote sensing data does not use fuel, so fuel consumption standards are not established.

At Subsection 1.1, Section 1, Part II of the Economic and Technical Standards for Establishing Sea Surface Temperature Maps and Sea Surface Chlorophyll Maps at a Scale of 1:500,000 and 1:1,000,000 using Low-Resolution Optical Remote Sensing Data, issued together with Circular 13/2022/TT-BTNMT (effective from December 12, 2022), the labor standards for the preparatory work for establishing sea surface temperature maps using low-resolution optical remote sensing data are as follows:
1.1.1. Work content
- Conduct a general survey and analyze the geographical characteristics of the area to be mapped;
- Collect, analyze, and evaluate documents: satellite images, maps, statistical data, and information related to the subject of the map to be established;
- Analyze and evaluate the usability of each document;
- Collect data from direct measurements of sea surface temperature (if available), chlorophyll content in the field (if available);
- Determine the type of satellite data and acquisition cycle to serve the establishment of the thematic map.
1.1.2. Difficulty classification: Not classified by difficulty
1.1.3. Staffing: 01 KS3 (or equivalent)
1.1.4. Standards: Man-hours/piece
