Regarding the principles of managing and using funds to ensure network security, they are specifically defined in Clause 1 Article 4 of Circular 121/2018/TT-BTC as follows:
The funds for implementing incident response and ensuring network security are allocated in the state budget estimates of central ministries, agencies, and local authorities according to the current budget classification. The allocation of funds follows the principle that activities and personnel funded by a certain level of the budget are included in the annual budget estimates of the respective organization or agency, as stipulated by the State Budget Law and other relevant legal documents. Specifically:
a) Central budget:
- Ensuring funds for implementing information security activities by central state agencies and organizations as stipulated in Clause 1 and Clause 3 of Article 24 of Decree 85/2016/ND-CP dated July 1, 2016, by the Government on ensuring the security of information systems at different levels (referred to as Decree 85/2016/ND-CP), including:
+ Funds for meeting information security requirements at different levels within the activities of state agencies and organizations, funded by the state budget.
+ Funds for monitoring, evaluating, and managing information security risks; short-term training, awareness raising, dissemination, information security exercises, and incident response of state agencies and organizations, which are balanced and allocated in the annual budget estimates of the respective state agencies and organizations, according to the budget classification specified in the State Budget Law.
- Ensuring funds for implementing activities as stipulated in Point a, Clause 2 of Article 17 of Decision 05/2017/QD-TTg dated March 16, 2017, by the Prime Minister, which provides for the system of emergency response plans to ensure national network security (referred to as Decision 05/2017/QD-TTg), including:
+ Activities of the National Steering Committee, the National Incident Response Coordination Committee, and the National Incident Response Standing Committee for directing, managing, inspecting, and monitoring incident response.
+ Activities of the National Coordination Agency.
+ Activities and tasks of central ministries and agencies.
b) Local budget:
- Ensuring funds for activities related to information security carried out by local agencies, organizations, and dedicated units responsible for information security, as stipulated in Clause 1 and Clause 3 of Article 24 of Decree 85/2016/ND-CP.
- Ensuring the operations of the local Steering Committee, dedicated incident response units, and incident response teams at the local level, as well as other tasks carried out by local authorities as stipulated in Point b, Clause 2 of Article 17 of Decision 05/2017/QD-TTg.
