Regulations on Subjects Eligible for Information Security Training
Pursuant to Article 2 of Circular 95/2021/TT-BTC, the subjects eligible for training and fostering in information security are prescribed as follows:
Training and fostering in information security for subjects as stipulated in Decision No. 21/QD-TTg dated January 6, 2021, by the Prime Minister of the Government of Vietnam.
Source of Funding for Information Security Training and Fostering
According to the provisions of Article 3 of Circular 95/2021/TT-BTC on the source of funding for training and fostering, as follows:
- Funding for information security training and fostering for officials and employees in agencies and organizations of the Communist Party, the State, and socio-political organizations is guaranteed from the state budget according to the current budget allocation.
Funding for information security training and fostering for the information security and information technology workforce of member units in the national network for cybersecurity incident response organized by the Ministry of Information and Communications is guaranteed from the central budget, allocated in the annual estimates of the Ministry of Information and Communications.
- Funding for information security training and fostering for public employees and workers in public service providers:
a) For public service providers whose regular expenditures are guaranteed by the state budget, funding is allocated from the annual state budget estimates assigned according to the financial autonomy mechanism for public service providers;
b) For public service providers partially covering their own recurrent expenditures, funding is allocated from the annual state budget estimates assigned and the Development Fund for the unit's activities according to the financial autonomy mechanism for public service providers;
c) For public service providers fully covering their recurrent and investment expenditures, or fully covering their recurrent expenditures, funding is secured by the unit from its financial resources; from the Development Fund for activities and other sources as prescribed by law (if any) in accordance with the financial autonomy mechanism for public service providers.
Funding for information security training and fostering for workers in non-public service providers, businesses, and economic organizations is secured from the funds of the respective organization or unit.
Encouragement is given to the mobilization of contributions from organizations, businesses, and other lawful sponsorship sources to implement this Scheme.
