      Pursuant to Section 4 of the Appendix on electricity prices issued together with the Decision 1062/QĐ-BCT in 2023 stipulating latest retail electricity prices for domestic use as follows:

      Level 1: 0 – 50 kWh

      As regulations above, the lowest retail electricity price for domestic use is 1.728, the highest price is 3.015.

      What are regulations on retail electricity price for domestic use in case electricity used for domestic purpose by dormitories in Vietnam?

      Pursuant to Article 10 of the Circular 16/2014/TT-BCT (amended by Clause 2 Article 1 of the Circular 09/2023/TT-BCT) stipulating retail electricity price for domestic use as follows:

      Retail price for domestic purpose

      1. Retail price for domestic purpose is applied to households who use electricity for domestic purpose with a PPA signed with the seller. One limit of electricity is applied to each household using electricity in a month.

      2. If a buyer is a group of separate households sharing an electric meter (as recorded on the residence information system at electricity consumption locations), the price of electricity shall be applied to total amount of electricity used by such buyer which is determined by the amount of electricity of each level multiplied by the number of households sharing an electric meter.

      3. Electricity used for domestic purpose by collective houses for officials, public servants, armed forces, houses for monks, nuns, priests; dormitories, price of electricity shall be applied as follows:

      a) In case it is possible to declare the number of occupants (as recorded on the residence information system at electricity consumption locations or the list of officers, soldiers with confirmation from the head of unit with respect to the armed forces), every four occupants shall be considered as one household as the basis for application of the retail price of electricity for domestic purpose;

      b) In case the number of occupants can not be declared, retail price (level 3) shall be applied: From 101-200 kWh for the entire amount of electricity measured at the meter.

      4. Electricity used for domestic purposes by tenants, the price of electricity shall be applied as follows:

      a) At every house for rent, the seller only signs a power purchase agreement (PPA). A house owner shall be responsible for provision of residence information of such tenant at electricity consumption location;

      b) In case tenant is a household: the house owner shall sign a PPA or authorize the household to sign the agreement (with payment commitment included), each household as tenant shall be applied with a limit of electricity;

      As regulations above, retail electricity price for domestic use in case electricity used for domestic purpose by dormitories in Vietnam are as follows:

      - In case it is possible to declare the number of occupants, every four occupants shall be considered as one household as the basis for application of the retail price of electricity for domestic purpose;

      - In case the number of occupants can not be declared, retail price (level 3) shall be applied: From 101-200 kWh for the entire amount of electricity measured at the meter.

      What are regulations on “Time of day” based electricity price in Vietnam?

      Pursuant to Clause 1 Article 5 of the Circular 16/2014/TT-BCT stipulating “Time of day” based electricity price as follows:

      1. Normal time:

      - From Mondays to Saturdays

      + From 04:00 to 09:30 (Five hours and 30 minutes);

      + From 11:30 to 17:00 (Five hours and 30 minutes);

      + From 20:00 to 22:00 (two hours)

      - Sunday

      From 04:00 to 22:00 (18 hours).

      2. Peak time:

      - From Mondays to Saturdays

      + From 09:30 to 11:30 (two hours);

      + From 17:00 to 20:00 (three hours).

      - Sunday: No peak time

      3. Low time

      All days of week: from 22:00 to 04:00 the following morning (six hours).

      Note: Circular 09/2023/TT-BCT is effective from 15/06/2023.
