- Reputable people who are sick and go for medical treatment, with confirmation from a State medical examination and treatment facility, are allowed to visit and receive support no more than 01 time/person/year. Maximum support spending value:

+ 3,000,000 VND/person/year for treatment at central level facilities and equivalent;

+ 1,500,000 VND/person/year for treatment at provincial and equivalent facilities;

+ 800,000 VND/person/year when treated at district facilities and equivalent;

+ 500,000 VND/person/year for treatment at commune-level facilities and equivalent;

- Visit and support households of reputable people who encounter unexpected difficulties due to incidents, natural disasters, and fires confirmed by the commune-level government where they reside. The maximum support expenditure is worth 2,000,000 VND/household/year.

- Visit and encourage when reputable people and family members (father, mother, wife, husband, children) pass away. The level of support expenditure must not exceed 2,000,000 VND/case for central agencies; no more than 1,000,000 VND/case for provincial agencies; no more than 500,000 VND/case for district-level agencies.

1. Criteria for selecting reputable people

a) Be a Vietnamese citizen, regardless of ethnicity, legally residing in Vietnam;

b) You and your family are exemplary in complying with the Party's policies and guidelines, the State's policies and laws, and local regulations;

c) Be a typical person, with many meritorious contributions, contribute to patriotic emulation movements, hunger eradication and poverty reduction, protect security and order, preserve cultural identity and unit ethnic groups;

d) Understand traditional culture, ethnic customs and practices; have close connections and influence within family lines, ethnic groups and residential communities;

d) Have the ability to propagate, mobilize, capture, process information and gather ethnic minorities within a certain range through words, deeds, and behavior, to be recognized by the people. in a community of trust, confidence, listening and following.

2. Selected object

Be a Vietnamese citizen, residing in villages as prescribed in Clause 2, Article 1 of this Decision and meet the criteria specified in Clause 1, Article 4 of Decision No. 12/2018/QD-TTg (amended) in Clause 1, Article 1 of this Decision)

Criterion 5: Ability to propagate, mobilize, capture, process information and gather ethnic minorities within a certain range through words, deeds, and behavior, People in the community trust, believe, listen and follow.

What conditions must a person be recognized as a reputable person among ethnic minorities in Vietnam?

In Clause 3, Article 4 of Decision 12/2018/QD-TTg amended by Clause 2, Article 1, Decision 28/2023/QD-TTg, there is a regulation on who is recognized as a reputable person among ethnic minorities. must meet the following conditions:

- Each village in an ethnic minority and mountainous area or village of a commune, ward, town (commune) in an ethnic minority and mountainous area shall select and recognize 01 reputable person.

- In case a new village is established by merging villages from January 15, 2024, the Chairman of the District People's Committee shall consider and decide on the number of reputable people to be selected and recognized but not exceeding the total number of villages.

Note: Decision 28/2023/QD-TTg takes effect from January 15, 2024.
