What agency should I report in Vietnam if I find object which another person has lost?
I'm Tuan, a 2nd year student studying in Hanoi. 3 days ago I picked up a briefcase that contained a lot of personal information and a wallet with an amount of 5,000,000 VND. If I do not want to keep these items and do not know the person who has lost, who should I give this briefcase to?

Pursuant to Clause 1, Article 230 of the Civil Code 2015 stipulates establishment of ownership rights with respect to objects which other persons have lost or mislaid as follows:
1. A person finding an object which another person has lost or mislaid and being aware of the address of the person having lost or mislaid the object must inform or return the object to such person. If the finder is not aware of the address of the person having lost or mislaid the object, it must inform or deliver the object to the people's committee or police station of the nearest commune in order that a public announcement may be made notifying the owner to reclaim the object.
The people's committee or police station of commune which received the object must notify the finder of the results of their inquiries in order to determine the owner.
Thus, according to current regulations in Vietnam, the competent authority to receive reports on the collection of dropped items is the commune-level People's Committee or the police station of commune. Compared with your case, you have the option to bring the briefcase you received to the commune-level People's Committee or the police station of commune where you found the property. In addition, when the results of the identification of the owner are available, you will receive a notification from the agency where you filed the property.
