Staying at My Brother’s House But My Brother Is Not at Home, Is It Necessary to Report My Temporary Residence?

Section 1, Article 3 of the 2020 Residence Law stipulates the following about temporary residence notification:

When someone comes to stay, household members, representatives of medical treatment facilities, tourist accommodation establishments, and other facilities with lodging functions are responsible for notifying the residence registration agency of the temporary residence; in cases where individuals stay at the personal residence of others or households without the presence of the individuals or household members at the residence, the person who comes to stay is responsible for notifying the residence registration agency of the temporary residence.

Therefore, in the case where you visit your brother's house for a few days but your brother is not at home during this time, the responsibility to notify of the temporary residence lies with you. You must notify the local police station (commune or ward) as prescribed.
