Procedure for Temporary Absence Declaration When Leaving Place of Residence
Based on Point d Clause 1 Article 31 of the Law on Residence 2020, the cases for temporary residence declaration are as follows:
Leaving the administrative unit area at the commune level where the permanent residence is located for 12 consecutive months or more, for persons not falling under the cases specified at points a, b, and c of this clause, except for cases where temporary residence has been registered at the new place or the person has exited the country.
According to the provisions at Clause 3 Article 41 of the Law on Residence 2020, it is possible to declare temporary absence directly at the residence registration authority where the person resides or declare via telephone, electronic means, or other means as prescribed by the Minister of Public Security. In case the person specified at point d clause 1 of this Article is a minor, the person making the declaration shall be the father, mother, or guardian.
Thus, you fall under the case of being required to declare temporary absence, and you may declare temporary absence directly at the residence registration authority where you reside or declare via telephone, electronic means, or other means as prescribed by the Minister of Public Security.
