Notification about How to Register Temporary Residence?
Section 1, Article 31 of the Residence Law 2006 stipulates:
Temporary residence refers to the act of a citizen staying for a certain period at a location within a commune-level town, ward, commune outside their place of residence, and not falling under the case of needing to register for temporary residence.
Therefore, your friend's stay at your house for 15 days falls under the case of temporary residence and must be reported.
Section 2, Article 21 of Circular 35/2014/TT-BCA stipulates:
The head of the household, collective living quarters, medical treatment establishments, hotels, guesthouses, or other establishments with a person coming to stay temporarily has the responsibility to:
- Request the person staying temporarily to present one of the following documents: Identification card; valid Vietnamese passport; other personal identification documents, or documents issued by agencies, organizations, or People's Committee of the ward, commune, commune-level town. For individuals under 14 years old, they are not required to present the aforementioned documents but must provide personal information of the individual under 14 years old;
- Notify the temporary residence to the Police of the commune, ward, commune-level town.
Therefore, your friend needs to notify the temporary residence. Your friend needs to inform the Police of the commune, ward, commune-level town where you permanently reside; present their Identification card or valid Vietnamese passport or other personal identification documents or documents issued by agencies, organizations, or the People's Committee of the ward, commune, commune-level town.
