Answer: Pursuant to Appendix 1 Classification of health according to physical strength and diseases issued together with Joint Circular 16/2016/TTLT-BYT-BQP, there are provisions:
Seborrheic dermatitis: Score 4
According to the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, based on the score for 8 indicators recorded in the military service health card to classify the health of citizens participating in military service medical examination, specifically as follows:
- Type 1: 8 indicators all score 1;
- Type 2: There is at least 1 indicator with a score of 2;
- Type 3: There is at least 1 indicator with a score of 3;
- Type 4: There is at least 1 indicator with a score of 4;
- Type 5: There is at least 1 indicator with a score of 5;
- Type 6: There is at least 1 indicator with a score of 6.
Thus, a case of seborrheic dermatitis will fall into health type 4 in Vietnam. (not considering other criteria)
And Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP has regulations on health standards for military recruitment as follows:
a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.
From the above regulations in Vietnam, people with seborrheic dermatitis will have health type 4, not meeting the health conditions to participate in military service.

+ No surgery or stones on both sides: Score 5
- Kidney stones with complications requiring removal of one kidney: Score 6

At the same time, determining what type of health a citizen has will be based on Joint Circular 16/2016/TTLT-BYT-BQP stipulating:
- Type 1: 8 indicators all score 1;
- Type 2: There is at least 1 indicator with a score of 2;
- Type 3: There is at least 1 indicator with a score of 3;
- Type 4: There is at least 1 indicator with a score of 4;
- Type 5: There is at least 1 indicator with a score of 5;
- Type 6: There is at least 1 indicator with a score of 6.
To determine whether a citizen is healthy enough to join the army, there will be a health examination board to perform it, and an important thing in the health examination process for citizens is physical fitness in Vietnam.
In Appendix 1 of Joint Circular 16/2016/TTLT-BYT-BQP, there are regulations on health type 3: Citizens with a height of 157cm or more, weight of 43kg or more, chest circumference of 75cm or more. or higher, they are determined to have met the physical standards to enlist in the army.
Thus, it means that citizens with a height of less than 157 cm, a weight of less than 43 kg, and a chest circumference of less than 75 cm do not meet the physical standards to be called into the army. Going back to your case, you meet the conditions of height and chest circumference. Currently, if your weight is 42, you do not meet the conditions for military service. However, to know more accurately, please go through the military service medical examination council in Vietnam.
