Are Vietnamese citizens who have a lisp eligible for performing police duty?
According to the provisions of Clause 3 Article 5 of Circular 45/2019/TT-BCA, only Vietnamese citizens whose health is classified as types 1 and 2, and who meet the special indices as prescribed in Article 6 of this Circular are recruited.
Under Clause 2 Article 4 of this Circular, the methods for marking, recording the pre-enlistment health check-up sheet, and conducting the health classification shall follow clauses 2, 3, 4, and 5 Article 9 of the Joint Circular 16/2016/TTLT-BYT-BQP. Referring to Clause 4 Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the health classification is based on the scores given to 8 criteria listed in the pre-enlistment health check-up sheet in Vietnam. To be specific:
- Grade 1: All 8 criteria achieve score 1;
- Grade 2: At least 1 criterion receives Score 2;
- Grade 3: At least 1 criterion receives Score 3;
- Grade 4: At least 1 criterion receives Score 4;
- Grade 5: At least 1 criterion receives Score 5;
- Grade 6: At least 1 criterion receives Score 6.
Respiratory diseases that lead to failure to meet health requirements for performing police duty in Vietnam are specified in No. 90, Section II, Annex 1 issued with Circular 45/2019/TT-BCA:

Thus, in cases of lisp, it depends on the percentage of understanding by the listener. Therefore, you should compare your situation with the above regulations and undergo a pre-enlistment health check-up to get the most accurate conclusion from the Pre-Enlistment Check-Up Council.
