Principles for Resolving Consular Documents: Regulations and Procedures
Article 7 of Circular 02/2020/TT-BNG regulates the principles of handling consular documents as follows:
- Each processing officer is responsible for one or several stages of the consular document issuance process. In places where the consular work volume is not large or there are insufficient officers to be in charge of each stage, one person can perform multiple stages of the consular document issuance process, but it must be ensured that one person does not handle all tasks in a closed-loop process; the person writing the invoice cannot simultaneously be the person collecting the money; the person signing cannot simultaneously be the person holding and stamping the national emblem; the person signing or holding and stamping the national emblem cannot simultaneously be the person managing the blank consular forms.
- The stages of proposing a resolution direction, approving the proposed direction, checking, verifying, submitting for signing, and signing the issuance in the case processing stage as stipulated in point b, Clause 1, Article 6 of this Circular must be performed by officials of the Consular Department, the Department of Foreign Affairs of Ho Chi Minh City, or diplomatic public employees or consular public employees of the Representative Agency.
