Conduct of officials and public employees holding leadership and management positions under the Ministry of Construction

Based on Article 5 of the Code of Conduct for officials and public employees and workers of the Ministry of Construction, issued with Decision 1393/QD-BXD in 2021, regarding the conduct of officials and public employees holding leadership and management positions under the Ministry of Construction, as follows:

  1. Emphasize the responsibility of leading by example for those in charge. Do not exploit your position to appoint acquaintances; proactively resign from the position if you recognize personal limitations in competency and credibility or lack the health to work. Be dedicated, conscientious, exemplary in fulfilling assigned duties; avoid "tenure mentality."

  2. Be impartial, objective in using and evaluating subordinates; promptly understand the psychology, lifestyle, and working habits, creating fairness and promoting democracy, experience, and creativity of officials, public employees, and workers in carrying out tasks and duties; refrain from being subjective, imposing, or conservative; respect and listen to the opinions of subordinates.

  3. Protect the rights and honor of officials and public employees and workers when there are false complaints or accusations.

  4. Build a dynamic, professional working environment within the institution; maintain unity, ethics, and service culture within the organization.

Conduct of officials and public employees and workers not holding leadership and management positions under the Ministry of Construction

Based on Article 6 of this Code, the conduct of officials and public employees and workers not holding leadership and management positions under the Ministry of Construction are as follows:

  1. Comply with the decisions of leaders and managers; adhere to administrative hierarchy, obey the directives, administration, and job assignments of superiors; do not cherry-pick job positions, choose easy tasks, or abandon difficult ones; routinely be proactive, creative, and responsible before the law when performing assigned tasks.

  2. Do not misuse comments, suggestions, or criticism to harm the reputation of leaders, managers, and colleagues; do not flatter or seek favor from superiors for impure motives.

  3. Towards colleagues:

a) Must have a spirit of cooperation and support in performing tasks and duties.

b) Do not form factions, cause internal disunity within the agency or organization; avoid unhealthy loud arguments or physical confrontations at the workplace. Conduct oneself with culture, respect, and protect the honor and credibility of colleagues; maintain an attitude of honesty, friendliness, cooperation, and respect, assisting each other in completing assigned tasks effectively.
