Who is eligible for red background license plates in Vietnam?
According to Article 36 of the Law on Road Traffic Order and Safety 2024, the license plate is regulated as follows:
Article 36. License Plates
- License plates are issued by competent state agencies as prescribed in Articles 37 and 39 of this Law; they are attached to road vehicles as prescribed in this Law for state management purposes.
- License plates are categorized as follows:
a) Blue background with white letters and numbers, issued for vehicles belonging to the Communist Party, State agencies, political-social organizations, public service providers;
b) Red background with white letters and numbers, issued for military vehicles;
c) Yellow background with black letters and numbers, issued for vehicles engaged in transport business;
d) White background with black letters and numbers, issued for domestic organizations and individuals not covered by points a, b, and c of this clause;
dd) White background with red letters and black numbers, having the symbol “NG”, issued for vehicles of diplomatic missions, consular offices, and foreign staff with diplomatic identification from those organizations;
e) White background with red letters and black numbers, having the symbol “QT”, issued for vehicles of international organizations' offices and foreign staff with diplomatic identification from those organizations;

What are regulations on vehicle registration managed according to the owner's identification code in Vietnam?
According to paragraph 3, Article 3 of Circular 79/2024/TT-BCA on regulations on vehicle registration managed according to the owner's identification code in Vietnam:
- For vehicle owners who are Vietnamese citizens, license plates are managed according to their personal identification number.
- For vehicle owners who are foreigners, license plates are managed according to the foreigner's identification number established by the electronic identification and authentication system or the permanent residence card number, temporary residence card number, or other identification card issued by a competent authority.
- For vehicle owners that are organizations, license plates are managed according to the organization's electronic identification code established by the electronic identification and authentication system; in cases where there is no identification code for the organization, management is based on the tax identification number or establishment decision number.
- In cases where the vehicle's lifespan has expired, is damaged beyond use, or there is a transfer of vehicle ownership, the vehicle owner's identification license plate is revoked and retained by the vehicle registration authority for up to 5 years to reissue when the owner registers another vehicle under their ownership (except for cases of transfer, exchange, donation, or inheritance of the vehicle with the auction-winning license plate). If after 5 years from the date of revocation the vehicle owner has not registered, the identification license plate number is moved into the license plate list to be issued to other organizations or individuals in accordance with regulations.
