Pursuant to Clause 2, Article 7 of Circular 45/2022/TT-BGTVT (effective from March 1, 2023) stipulating standards on training and retraining qualifications of class 4 inspection officials as follows:

1. Mission:

a) Receive registration job requests; issue registration dossiers according to the provisions of law; record records and management books in service of registration; statistics and reports; receive, manage, store records, print only for registration work;

b) Formulating or participating in the formulation of plans to carry out the registration according to the assigned tasks; directly carry out the registration within the scope of assigned tasks. Evaluate the process of performing the assigned work, propose safety measures to prevent incidents and accidents that may occur during the performance of the assigned work;

c) Perform other tasks assigned by competent authorities.

2. Standards of training and retraining qualifications:

a) Having a college degree or higher with a training discipline or major suitable to the requirements of the job position;

b) Having a certificate of training according to the professional title standards of the specialized registry officer.

3. Standards of professional competence:

a) Understand the principles, regulations, procedures and contents of professional guidance and management objectives of the registration field;

b) Mastering the order, procedures and process of performing tasks within the assigned scope;

c) Capable of performing the profession of registration within the assigned scope;

d) Proficiently use office equipment and other equipment to serve the requirements of the task.

4. Criteria and conditions for registration for examination or consideration for promotion to a professional title Class IV inspection official:

Officials may register for examination or consider promotion to professional titles Class IV inspection officials when they fully meet the criteria and conditions specified in Article 32 of Decree No. 115/2020/ND-CP dated September 25 2020 of the Government stipulating the recruitment, employment and management of public employees who have held the professional title of Class V and equivalent inspection official for full 03 years or more (excluding the probationary period, probation). In the case of equivalent duration, at least 01 year (full 12 months) must have held the professional title of Grade V inspection official by the end of the deadline for submitting the application for examination or consideration for promotion.

Thus, to become a class 4 inspection official, it is necessary to meet the following standards of training and retraining in Vietnam:

+) Possessing a college degree or higher with a training discipline or major suitable to the requirements of the job position;

+) Having a certificate of training according to the standards of professional titles of specialized civil servants in the registry.

According to Article 9 of Circular 45/2022/TT-BGTVT (effective from March 1, 2023), salary coefficient applied to class 4 inspection officials are as follows:

1. From the effective date of this Circular, if the public employee has not yet met the conditions and criteria for appointment to the professional title of a specialized public official in charge of the registry according to the provisions of Articles 4, 5, 6, and Article 7 This Circular shall be implemented as follows:

a) If the public employee has less than 05 years (60 months) of working until the time of retirement, he/she may continue to hold the rank or rank of public employee's professional title and pay salary according to the current rank;

b) If the public employee has a term of 05 years (60 months) or more, within 03 years (36 months) the agency employing the public employee shall arrange for the employee to study to ensure that he/she meets the standards. of the professional title class of the specialized public employee registered in accordance with this Circular. 2. The professional titles of registered public employees specified in this Circular may apply the professional salary table for officials and employees in non-business units of the State (Table 3). issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces, as follows:

a) The professional title of the class I inspection official may apply the salary coefficient of the class A3 public official, group 1 (A3.1) from the salary coefficient 6.20 to the salary coefficient 8.00;

b) Professional titles Class II inspection officials may apply the salary coefficient of class A2 public employees, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;

c) Professional titles Class III inspection officials may apply the salary coefficient of grade A1 public employees from the salary coefficient 2.34 to the salary coefficient 4.98;

d) Occupational titles Class IV inspection officials may apply the salary coefficient of grade A0 public employees from a salary coefficient of 2.10 to a salary coefficient of 4.89.

According to this Article, the professional title of a class IV inspection official is entitled to the salary coefficient of a grade A0 official from a salary coefficient of 2.10 to a salary coefficient of 4.89 in Vietnam.
