Signs Indicating Road Sections Frequently Crossed or Gathered by Children
How is the sign indicating a section of the road where children usually cross or gather displayed?
Sign number W.225 "Children" is specified in Appendix C of the Meaning - Use of danger and warning signs issued together with the National Technical Regulation QCVN 41:2019/BGTVT on Road Signs. Specifically, as follows:
a) To give advance notice that you are approaching a section of the road where children often cross or gather, such as at kindergartens, schools, clubs, place sign number W.225 "Children".
b) The length of this section of the road is indicated by sign number S.501 "Scope of effect of the sign" placed below the main sign.
c) Upon encountering this sign, road users must slow down and be cautious of the potential unexpected appearance and movement of children on the roadway.

Does sign number P.113 "No handcarts, pushcarts" prohibit baby strollers?
According to the regulation in Appendix B Meaning - Use of prohibition signs issued together with the National Technical Regulation QCVN 41:2019/BGTVT on Road Signs as follows:
To indicate a road where handcarts, pushcarts are prohibited, place sign number P.113 "No handcarts, pushcarts". The sign does not prohibit baby strollers and specialized mobility devices for disabled people.

Thus, sign number P.113 "No handcarts, pushcarts" does not prohibit baby strollers, as well as specialized mobility devices for disabled people.
