a/ Carrying persons to perform natural disaster prevention and combat tasks or urgent tasks; carrying people’s armed force officers and soldiers to perform their duties; carrying victims to hospital;
b/ Carrying road maintenance and repair workers; carrying learner drivers on driving practice cars; carrying persons forming a procession;
c/ Evacuating persons out of dangerous areas or in other cases of emergency as prescribed by law.
Thus, it can be seen that the above cases will be allowed to carry people on cargo vehicles, although the law does not stipulate a maximum number of people. However, it is necessary to ensure safety while traveling with this vehicle in Vietnam.

According to this Article, if a cargo vehicle carries about 15 other people out of an area where bombs and mines are warned to be dangerous, from the perspective of traffic law in Vietnam, the truck driver does not violate the limit of carrying more than the prescribed number of people.

c/ Carrying children under 14 years of age.
Thus, if carrying 2 children under 14 years old on a motorbike, it is not considered carrying more than the prescribed number of people. So if when you take your children to school and both of them are under 14 years old, or one of them is under 14 years old, it is not considered carrying more than the prescribed number of people in Vietnam. If your 2 children are 14 years old or older, it will be a violation of carrying more than the prescribed number of people.
