Classification and Scope of Assessment of Levels of COVID-19 Pandemic in Railway Operations

Based on Subsection 1, Section IV of the Provisional Guidance on the organization of rail transport activities adapting safely, flexibly, and effectively controlling COVID-19 (issued along with Decision 1839/QD-BGTVT in 2021), stipulates:

1. Classification and Scope of Epidemic Level Assessment

The classification and scope of epidemic level assessment are implemented according to the guidelines in Clause 1, Clause 2, Section III of Resolution No. 128/NQ-CP of the Government of Vietnam as follows:

a) Epidemic Level Classification

- Level 1: Low risk (new normal) corresponding to green color;

- Level 2: Medium risk corresponding to yellow color;

- Level 3: High risk corresponding to orange color;

- Level 4: Very high risk corresponding to red color.

b) Scope of Epidemic Level Assessment

Assessment from the commune level scale. It is encouraged to assess from the smallest possible scope and scale (below the commune level) to ensure flexibility and effectiveness.
