Please ask: By 2045, will the entire North-South high-speed railway line be completed and put into operation in Vietnam? - Question from Mr. Dat (Hanoi).
On October 31, 2023, the Government issued Resolution 178/NQ-CP in 2023 promulgating the Government's Action Program to implement Conclusion 49-KL/TW dated February 28, 2023 of the Politburo on regulations Vietnam's railway transport development direction to 2030, vision to 2045.
Accordingly, in Subsection 3, Section 1 of the Government's Action Program issued with Resolution 178/NQ-CP in 2023, in order to meet the travel needs of the people and contribute to reducing traffic congestion, to protect the environment, the Government has set some specific goals by 2045 as follows:
- Complete and put into operation the entire North-South high-speed railway.
- Completing the railway line in Hanoi City and Ho Chi Minh City hub areas; The railway connects with transport hubs with large traffic volumes (seaports, industrial parks, economic zones), Central Highlands provinces; coastal railway, trans-Asian railway.
- By 2035, the urban railway network will be completed in Hanoi city (with connection to the capital region) and Ho Chi Minh City;
- Strive to complete a number of urban railway lines in urban areas with a population of over 1 million people.
- Strive to basically complete the renovation, upgrading and electrification of existing railway lines, meeting CO requirements

In Article 78 of the 2017 Railway Law, it is stipulated that general requirements for high-speed rail:
1. High-speed rails shall efficiently connect large urban areas, economic centers, key economic regions and other modes of transports.
2. Uniformity, modernity, safety and natural disaster preparedness, and environmental safety must be ensured.
3. An overall research on the entire line must be conducted and the rail must be constructed according to transport demands and capital mobilization.
4. High-speed rail works, vehicles and equipment must satisfy technical requirements to ensure uniformity, safety, efficiency and satisfy requirements for fire safety and rescue.
5. The ability of the management system to inspect and monitor train operation must be maintained.
6. Land area for high-speed rail according to the planning approved by a competent authority shall have boundary marker planted under the construction planning for management and preparation for construction.
7. The high-speed rail safety corridor must be carefully protected to prevent unauthorized access.
8. The high-speed rail must ensure convenience for passengers and accessibility to the disabled in accordance with regulations of law.
9. Provision of training for human resources and technology transfer must be conformable to the construction plan and satisfy requirements for management and operation.
