According to Article 14 of Circular 35/2021/TT-BLĐTBXH, the duties of the head of the delegation, secretary of the delegation, and other members of the delegation to evaluate a vocational college of high quality are as follows:
1. Comply with the laws and regulations and be responsible before the law for the performance of the assigned tasks.
2. The head of the delegation directs the activities of the delegation; is responsible for reporting the results of the evaluation. The head of the delegation signs the documents, plans, minutes, and reports of the delegation.
3. The secretary of the delegation helps the head of the delegation implement the activities and prepare the reports of the delegation; performs other tasks assigned by the head of the delegation and is responsible for the results of the implementation of the tasks assigned.
4. Other members of the delegation carry out the tasks assigned by the head of the delegation and are responsible for the results of the implementation of the tasks assigned.
5. The head of the delegation, the secretary of the delegation, and other members of the delegation are responsible for keeping confidential information related to the content of the work, the evaluation results before announcing to the school.
2. How is the on-site evaluation at a vocational college in Vietnam conducted?
According to Article 15 of Circular 35/2021/TT-BLĐTBXH, the on-site evaluation at a vocational college is conducted as follows:
1. Meet with representatives of the school to announce the program of work of the delegation at the school.
2. Work with the units in the school to collect, check, and verify the information and evidence of the school.
3. Meet with, interview, and exchange with representatives of management staff, teachers, students, and businesses using a random sampling method to collect, check information and evidence of the school.
4. Summarize the information and evidence collected during the on-site evaluation according to each standard, criterion and evaluate, determine the level of the school achieved according to each standard, criterion of a high-quality vocational college.
5. Draft a report on the results of the school evaluation. The draft report on the results of the school evaluation must be approved by at least 2/3 of the members of the delegation.
6. Meet with the school about the draft report on the results of the evaluation.

3. How is the evaluation meeting with the school about the draft report on the results of the evaluation of a vocational college of high quality in Vietnam conducted?
At Article 16 of Circular 35/2021/TT-BLĐTBXH, the evaluation meeting with the school about the draft report on the results of the evaluation of a vocational college of high quality is conducted as follows:
1. The evaluation delegation meets with the school to discuss the draft report on the results of the evaluation on the last day of the on-site evaluation period. The participants in the meeting include the evaluation delegation, the principal, and other representatives of the school.
2. The contents of the meeting on the draft report on the results of the evaluation:
a) The evaluation delegation presents the full text of the draft report on the results of the school evaluation;
b) The evaluation delegation and the school discuss the contents of the draft report on the results of the evaluation.
3. Draw up a minutes of the meeting between the evaluation delegation and the school to confirm the working process at the school; confirm all information and evidence of the school provided to the delegation; the opinions of the school and of the delegation exchanged at the meeting.
4. How is the evaluation results of a vocational college of high quality in Vietnam reviewed?
According to Article 17 of Circular 35/2021/TT-BLĐTBXH, the review of the evaluation results of a vocational college of high quality is as follows:
1. The General Department of Vocational Education organizes the review before considering and deciding to recognize a vocational college of high quality.
2. The review of the evaluation results of the school is carried out by the Assessment Council specified in Article 18 of this Circular.
