Responsibility of the Principal in Ensuring Democratic Relations and Resolving Issues with Citizens
How is the responsibility of the Principal in ensuring democratic relations and resolving issues with citizens regulated? Please provide an explanation according to the latest regulations.According to Article 15 of Circular 11/2020/TT-BGDDT (Effective from July 1, 2020), the responsibilities of the Principal in dealing with tasks involving citizens are stipulated as follows:
- Organize, direct, and inspect the public posting at the educational institution and upload on the electronic information page of the educational institution to inform citizens, agencies, units, organizations (hereinafter collectively referred to as citizens, organizations) of the following contents:
+ The department responsible for resolving related tasks;
+ Administrative procedures for resolving tasks;
+ Forms and documents for each type of task;
+ Fees and charges as stipulated;
+ Timeline for resolving each type of task.
- Direct and inspect educators, management staff, and employees in handling the tasks of citizens and organizations; promptly take appropriate measures as per the legal provisions against educators, management staff, and employees who fail to complete their tasks, lack a sense of responsibility, cause harassment, inconvenience, or engage in corruption while dealing with the tasks of citizens and organizations.
- Direct the arrangement of a place to receive citizens, implement the reception of citizens, and set up a suggestion box (either directly or through electronic mailboxes); direct the person in charge of the administrative work of the educational institution together with the representative of the People's Inspection Board to review suggestions and report to the principal for consideration and resolution.
- Assign responsible individuals to meet and handle related tasks when citizens and organizations request as per the law; the suggestions, feedback, and criticism of citizens and organizations must be promptly studied and addressed.
