      On December 28, 2023, the Minister of Education and Training issued Circular 28/2023/TT-BGDDT (effective from February 12, 2024) to promulgate the Regulations on Distance Learning at the University Level, which applies to distance learning programs at the university level from February 12, 2024.

      The Regulations on Distance Learning at the University Level stipulates the following contents: General provisions; Planning and organizing teaching; Assessment of learning outcomes and granting of diplomas; Implementation.

      The Regulations on Distance Learning at the University Level applies to universities, schools of government agencies, political organizations, political-social organizations, and the people's armed forces that are authorized to provide university-level education; organizations and individuals involved in distance learning at the university level.

      The Regulations on Distance Learning at the University Level does not apply to the organization of distance learning programs at the university level that are awarded diplomas by foreign educational institutions (including joint training programs with foreign countries in accordance with the regulations on cooperation and foreign investment in the field of education).

      Circular 28/2023/TT-BGDDT will replace Circular 10/2017/TT-BGDDT.

      How to calculate the grade of each term for distance-learning university students from February 12, 2024 in Vietnam?

      According to Clause 1, Article 10 of the Regulations on Distance Learning at the University Level issued together with Circular 28/2023/TT-BGDDT (effective from February 12, 2024), the evaluation of learning outcomes is stipulated as follows:

      1. The evaluation of learning outcomes shall be carried out in accordance with the provisions of Articles 9 and 10 of Circular 08/2021/TT-BGDDT.

      Therefore, the course grade of distance learning university students is calculated according to Article 9 of Circular 08/2021/TT-BGDDT, specifically as follows:

      Grade of each term is calculated from the sum of the component scores multiplied by the corresponding coefficient, rounded to one decimal place and classified into grades as follows, except for the cases in [4].

      [1] Qualified grade with grades, applied to courses that are included in the average score, including:

      A: from 8.5 to 10.0;

      B: from 7.0 to 8.4;

      C: from 5.5 to 6.9;

      D: from 4.0 to 5.4.

      [2] Qualified grade without grades, applied to courses that only require qualified grade, not included in the average score:

      P: from 5.0 and above.

      [3] Unqualified grade:

      F: below 4.0.

      [4] In some special cases, the following grades are used, which are not included in the average score:

      I: Incomplete grade due to permission to postpone exams or tests;

      X: Incomplete grade due to insufficient data;

      R: Grade that has been exempted from study and recognized for credits.

      What are the conditions for the recognition of graduation and the issuance of diplomas for distance-learning university students in Vietnam?

      According to Article 11 of the Regulations on Distance Learning at the University Level issued together with Circular 28/2023/TT-BGDDT (effective from February 12, 2024), the recognition of learning outcomes and credit transfer, the recognition of graduation and the issuance of diplomas are stipulated as follows:

      1. The recognition of learning outcomes and credit transfer shall be carried out in accordance with the 1. provisions of Article 13 of Circular 08/2021/TT-BGDDT.

      2. The recognition of graduation and the issuance of diplomas shall be carried out in accordance with the provisions of Article 14 of Circular 08/2021/TT-BGDDT.

      As regulations above, the conditions for the recognition of graduation and the issuance of diplomas for distance learning students are the same as for regular students, specifically they need to meet the following conditions:

      - Accumulate enough courses, credits and complete other compulsory contents according to the requirements of the training program, meet the graduation requirements of the training program;

      - The cumulative average grade of the entire course must be at least average;

      - At the time of graduation, they must not be prosecuted or are not in the period of being disciplined at the level of suspension from school.

      The graduation rank is determined based on the cumulative average grade of the entire course, in which the graduation rank of students with an average grade of excellent and good will be reduced by one level if one of the following cases applies:

      - The weight of the courses to be retaken exceeds 5% of the total credits prescribed for the entire program;

      - Students have been disciplined from the level of warning or higher during their studies.
