Is it correct that the time for participation in scientific researches of vocational education teachers is decided by principal of the school in Vietnam?
Pursuant to Clause 1.b Article 4 of the Circular 07/2017/TT-BLĐTBXH (amended by Clause 4.a Article 2 of the Circular 28/2022/TT-BLĐTBXH) (takes effect from 01/03/2023) stipulating as follows:
Working time and annual rest period
1. Working time of teachers of college or intermediate level shall be 44 weeks per year according to 40-hour per week working regime, in which:
a) Teaching and educating students: 32 weeks in case of teachers of college level; 36 weeks in case of teachers of intermediate level;
b) Study and participate in standardized training programs, advanced training programs, scientific researches: 08 weeks with regard to teachers of college level; 04 weeks with regard to teachers of intermediate level. The principals and directors of vocational training institutions and institutions having vocational training activities shall elaborate scientific researches with regard to teachers and decide the minimum number of hours that a teacher must conduct scientific research during academic year according to actual conditions and each industry;

How many hours of offline teaching are equal to one standard hour of online teaching in Vietnam?
Pursuant to Article 2 of the Circular 07/2017/TT-BLĐTBXH (amended by Clause 2 Article 2 of the Circular 28/2022/TT-BLĐTBXH) (takes effect from 01/03/2023) stipulating standard hours, teaching time, teaching hour norms as follows:
Standard hours, teaching time, teaching hour norms
1. Standard hour means unit of time converted from number of working hours deemed necessary prior, during, and after the teaching time to complete tasks in online or offline teaching. One standard hour of online teaching shall be considered as one standard hour of offline teaching.
A standard teaching hour shall involve up to 35 students for theory classes, up to 18 students for practice classes, up to 10 students for classes related to heavy, hazardous or dangerous industries specified in a list promulgated by the Ministry of Labor, War Invalids and Social Affairs.
The principals and directors of vocational training institutions, institutions having vocational training activities, vocational education – continuing education centers shall, according to the specific number of students, convert standard hours in conformity with actual conditions and each industry.
2. Teaching time in the training plan shall be calculated by standard hours. To be specific:
a) 45 minutes of theoretical teaching shall be considered as 01 standard hour;
b) 60 minutes of integrated teaching (including theory and practice) shall be considered as 01 standard hour;
c) 60 minutes of practical teaching shall be considered as 01 standard hour.
3. Teaching hour norm shall be determined as number of standard hours for a teacher, which is defined according to academic year.
As regulations above, one standard hour of online teaching shall be considered as one standard hour of offline teaching.
What are duties of teachers of college or intermediate level in Vietnam?
Pursuant to Article 3 of the Circular 07/2017/TT-BLĐTBXH (amended by Clause 3 Article 2 of the Circular 28/2022/TT-BLĐTBXH) (takes effect from 01/03/2023) stipulating duties of teachers of college or intermediate level in Vietnam as follows:
- Teaching, including:
+ Preparation: Developing lesson plans, drawing up syllabuses, prepare materials and equipment serving the teaching of modules or subjects as assigned;
+ Teaching modules or subjects as assigned in conformity with the given plan or program;
+ Assessment of students, including: Prepare tests, invigilate, and give marks of periodical tests.
- Invigilate, give tests, and make assessment upon completion of modules or subjects; mark entrance exams; mark graduation exams; instruct and evaluate graduation theses; evaluate research findings of students.
- Complete forms and documents on management of classes as assigned as prescribed.
- Instruct students to do graduation theses (if any); instruct internship, internship in combination with work; coach excellent students for exams.
- Compile textbooks and teaching materials; offer opinions about the program, contents of modules and subjects as assigned.
- Design, build specialized classes; design, innovate, self-make vocational education equipment.
- Engage students in educational activities and practices.
- Study, participate in standardized training programs, advanced training programs; probation at specialized agencies; engage class observation and exchange teaching experience.
- Participate in training courses for teachers as required by the institution, faculties in terms of teachers’ professional development.
- Do scientific researches; instruct students to do scientific researches; apply advanced technology or technological innovation or initiatives to teaching and production reality.
- Participate in professional activities and training management.
- Perform other duties as required by the principals or directors of vocational training institutions and institutions having vocational training activities.
