Is Debt in English Considered for University Graduation?
According to Article 14 of the Undergraduate Training Regulations issued together with Circular 08/2021/TT-BGDDT regarding graduation recognition and issuance of diplomas, it is stipulated that:
- Students are considered and recognized for graduation when they meet the following conditions:
a) Accumulate enough course modules, credits, and complete other mandatory contents as required by the training program, meeting the program's output standards;
b) The cumulative average score for the entire course must be average or above;
c) At the time of graduation consideration, the student must not be under criminal investigation or currently under disciplinary action resulting in suspension from studies.
- Those students who meet the graduation conditions will be issued a decision by the head of the training institution to recognize graduation and issue a diploma within 03 months from the time the student meets all graduation conditions and fulfills obligations with the training institution.

Thus, you will be awarded your undergraduate diploma within 03 months from the time you meet the graduation conditions and fulfill obligations with the school.
Currently, you do not meet the foreign language output standards as required by the training program, so you do not meet the conditions for graduation consideration.
