Hello, I am a new elementary school teacher. I am planning to be a homeroom teacher for a class. May I ask how many teaching lessons are reduced for elementary school teachers? Also, can elementary school teachers discipline students?
How many teaching lessons are reduced for an elementary school teacher who is a homeroom teacher in Vietnam?
Based on Article 8 of the Regulations on working regime for elementary school teachers issued together with Circular 28/2009/TT-BGDDT as amended and supplemented by Article 8 of Circular 15/2017/TT-BGDDT, the regulations are as follows:
1. Homeroom teachers at primary schools have their workload reduced by 3 periods per week, while at lower secondary and upper secondary schools, the reduction is 4 periods per week.
2. Homeroom teachers at boarding ethnic minority lower secondary and upper secondary schools have their teaching lessons reduced by 4 lessons per week. Homeroom teachers at specialized schools and semi-boarding schools also have their teaching hours reduced by 4 lessons per week. Homeroom teachers at schools/classes for people with disabilities have their teaching lessons reduced by 3 lessons per week.
2a. Homeroom teachers at pre-university preparatory schools have their teaching lessons reduced by 3 lessons per week.
3. Teachers cum persons in charge of the subject classroom have their teaching lessons reduced by 3 lessons per week.
4. Teachers cum persons in charge of school-wide cultural and sports activities, school gardens, workshops, equipment rooms, and libraries (if these tasks are not assigned to specialized staff) have their teaching lessons reduced by 2 - 3 lessons per week depending on the workload and as decided by the principal.
5. Department heads have their teaching lessons reduced by 3 lessons per week.
5a. Deputy department heads have their teaching lessons reduced by 1 lesson per week.
5b. Teachers in charge of pre-university preparatory school functional departments have their teaching lessons reduced by 3 lessons per week.
So, according to the above regulations in Vietnam, when being the homeroom teacher of an elementary school, you will be reduced by 03 teaching lessons per week.

Can homeroom teachers discipline students in Vietnam?
Based on Article 4 of the Regulations on working regime for secondary school teachers issued together with Circular 28/2009/TT-BGDDT, in addition to the duties of teachers specified in Article 3 of the Regulations, homeroom teachers also have the following duties:
1. Understand and grasp students in the class in all aspects to have educational measures closely tailored to the target in order to promote the progress of each student and the whole class;
2. Coordinate closely with students' families, proactively coordinate with subject teachers, Ho Chi Minh Communist Youth Union, Ho Chi Minh Young Pioneers, other organizations and social groups related in teaching and educating students of the homeroom class;
3. Evaluate, classify, and rank students at the end of the semester and school year, propose rewards and disciplinary actions for students, propose lists of students to upgrade, lists of students to re-examine, those who need to improve their conduct during summer break, those who need a retention, complete the recording in students' report cards and academic transcripts;
4. Participate in guiding collective activities, educational activities, and student training organized by the school;
5. Regularly report or report unexpectedly on the class situation to the Principal.
According to this Article, elementary school teachers do not have the right to discipline students, homeroom teachers are only allowed to propose disciplinary actions for students under their homeroom supervision in Vietnam.
