According to Clause 5 Article 5 of Circular 83/2021/TT-BTC (effective from November 20, 2021), the expenditure for digitizing documents to serve online training and professional development regarding the implementation of the new program and new textbooks for general education in Vietnam is regulated as follows:

- Expenditure for labor: Developing lesson plans (a series of teaching activities) for each lesson; Developing detailed content for each activity in accordance with the lesson plan (The product includes content in text format and instructions/settings for using materials in each activity, excluding multimedia materials such as images, audio, recorded electronic media (video), graphics (infographics), etc.); Recording by experts/teachers (Researching the lesson plan and content; coordinating with video technicians for preparation; coordinating the recording process); Building requirements/instructions for video editing (post-production, maximum video duration of 90 minutes); Statistics and basic processing of training and development results data (score lists, groupings, score distributions, percentages - minimum for 250 learners): Applying the regulations in Circular 02/2015/TT-BLDTBXH dated January 12, 2015, of the Ministry of Labor - Invalids and Social Affairs, which stipulates the salary level for domestic consulting experts as the basis for estimating the consulting service package contract duration using state funds (hereinafter referred to as Circular 02/2015/TT-BLDTBXH). Based on the financial capacity, roles, tasks, qualifications, and work experience of individuals involved in training and development tasks, the Ministry of Education and Training determines specific remuneration amounts for each member involved in training and development tasks at the central level, while the Department of Education and Training determines specific remuneration amounts for each member involved in training and development tasks at the local level.

- Expenditure for recording lectures (maximum video duration of 90 minutes; price includes technical personnel and equipment; excluding travel, accommodation, and meals for technicians (1-2 people)): Applying the regulations in Circular 03/2018/TT-BTTTT dated April 20, 2018, of the Ministry of Information and Communications, which establishes economic and technical standards for television program production (hereinafter referred to as Circular 03/2018/TT-BTTTT).

- Expenditure for video editing (cutting/merging videos as requested by experts; converting formats, resolutions, following expert instructions): Applying the regulations in Circular 03/2018/TT-BTTTT.

- Expenditure for data entry of textual content (including inserting available images); Digitizing questions into the online learning system linked to learning activities (structured data; requiring question records (files) clearly stating the answers); Digitizing textual content into the learning management system; Cost of processing interactive electronic lectures: Applying the regulations in Circular 194/2012/TT-BTC dated November 15, 2012, of the Ministry of Finance, guiding the budget allocation for establishing electronic information to maintain regular operations of state budget-using agencies and units (hereinafter referred to as Circular 194/2012/TT-BTC).

- Actual expenditure (Renting venues/classrooms for recording/video shooting; Designing website banners; Creating graphics (infographics)): Implementing the regulations in Section 13 of this Circular.
