Where to Apply for a Personal Identification Card?

Regulation on Subjects Eligible for Identification Cards (ID Cards)

The following individuals are eligible for ID Cards:

- Vietnamese citizens from 14 years of age or older, the age is calculated based on the date, month, and year of birth recorded in the household registration or birth certificate;

- Vietnamese citizens residing within the territory of Vietnam, which means that the citizen is living, working, studying, etc., at a specific address within the territory of Vietnam.

According to Circular 04/1999/TT-BCA (C13), citizens eligible for ID Cards who are currently registered for permanent residence in any locality will have their ID Cards processed by the district police department of that locality.

Thus, in the case where you have household registration in Dong Nai but are currently in Gia Lai, if you wish to apply for an identification card, you must return to the locality of your permanent residence in Dong Nai to complete the ID Card application procedures.
