Hello, I am currently planning to open a bailiff office, I don't know if I can register as a limited liability company? After setting up an office, can I open more branches?

Pursuant to Clause 1, Article 17 of Decree 08/2020/ND-CP stipulating the bailiff office as follows:
1. Bailiff offices are practicing organizations of bailiffs in which bailiffs conduct assigned tasks as per this Decree and relevant law provisions.
A bailiff office established by a bailiff shall be organized as a sole proprietorship. A bailiff office established by at least 2 bailiffs shall be organized as a partnership company.
Thus, the bailiff office establishment cannot be organized in the form of a limited company, but can only be organized in the form of a sole proprietorship or a partnership company according to the above provisions in Vietnam.
Can bailiff offices open branches in Vietnam?
According to Clause 5 of Article 17 of Decree 08/2020/ND-CP, there are provisions as follows:
5. Bailiff offices are not allowed to open branches, representatives, facilities, trade locations outside their head offices; conduct manufacturing, trading, service activities beyond the scope of bailiffs as per this Decree.
According to this Article, the bailiff office is not allowed to open branches outside the office of the bailiff office in Vietnam.
