Policy on Volunteer Youth Involved in Program, Project, and Proposal Implementation
Article 9 of Decree 17/2021/ND-CP on Policies for Volunteer Youth during the Implementation of Programs, Projects, and Plans:
- The competent authority or organization signs labor contracts; entitled to full policies and benefits for employees according to the provisions of labor law, social insurance law, and health insurance law.
- Entitled to wage or salary policies, allowances, subsidies, travel expenses, and other policies specified in the approved program, project, or plan by the competent authorities.
- Provided with necessary working facilities and personal protective equipment, ensuring safety and suitability with the requirements of volunteer activities.
- Trained and retrained to enhance knowledge and necessary skills during the execution of assigned tasks.
- Assigned tasks that match their professional qualifications and the need to arrange and utilize volunteer youth.
- Allowed to participate in collective activities; trained and considered for admission to the Ho Chi Minh Communist Youth Union, and considered for admission to the Communist Party of Vietnam according to the regulations of the Ho Chi Minh Communist Youth Union Charter and the Communist Party of Vietnam Charter.
- Local authorities and units where volunteer activities occur shall facilitate accommodation; participation in local political, cultural, and social activities.
- Local party committees and authorities where volunteer activities take place shall consider and create sources of leadership and management staff suitable with the local staff planning.
- For volunteer youth's socio-economic development programs, projects, or plans evaluated by the local party committees and authorities where the volunteer activities take place as effective and highly feasible, the local authorities shall consider and support the implementation.
- Volunteer youth who perform courageous acts and die or are injured in cases as prescribed by law on preferential treatment for people with meritorious service to the revolution shall be proposed by the People's Committee of the commune where the volunteer activities occur to the competent authority for recognition as martyrs or to decide on benefits equivalent to those for war invalids according to the law on preferential treatment for people with meritorious service to the revolution.
- Volunteers who die while participating in volunteer activities are entitled to funeral allowances according to the regulations of the social insurance law, and local authorities where the volunteer activities take place shall support transportation means to return to their hometown or family as requested by the relatives.
