What are regulations on suspension of support and removal from the list of subjects supported to use universal telecommunications services for households in Vietnam?

Pursuant to Article 26 of Circular 14/2022/TT-BTTTT (effective from December 12, 2022) stipulating suspension of support and removal from the list of subjects supported to use universal telecommunications services for households in Vietnam as follows:

1. Suspension of support for the use of universal telecommunications services for households for subscribers:

a) There is no traffic for two consecutive months (incoming and outgoing);

b) The household has not met the conditions specified in Clause 3, Article 23 of this Circular.

2. Restoration of support for the use of universal services for households:

a) For the cases specified at Point a, Clause 1 of this Article: In case the month following the month in which support is stopped, the subscriber generates traffic, the subscriber will be restored to continue enjoying the support as prescribed in Clause 1, Article 21 of this Circular;

b) For the cases specified at Point b, Clause 1 of this Article, the public telecommunications provider shall suspend support from January of the following year and notify the subscriber.

In case, after stopping the support, the household still continues to use the enterprise's telecommunications services, the certified household continues to be poor or near-poor (ensure conditions are supported), the enterprise will continue to support households to use universal telecommunications services; households are guaranteed the continuity of support for the use of public telecommunications services in accordance with the current status of households that have been recognized as poor or near-poor households by competent authorities. Enterprises are responsible for repaying households with the amount of service use during the period of suspension of support according to the level supported by the Program.

3. Enterprises that are ordered to provide public-utility telecommunications services shall update information on temporary suspension of support for subscribers in the cases specified in Clauses 1 and 2 of this Article on the list of eligible beneficiaries.

4. Remove from the list of subscribers supported to use universal telecommunications services for subscribers who fall into the following categories:

a) The subscriber has 05 consecutive months without generating traffic (incoming and outgoing directions);

b) Households have been recognized by the competent authority to escape poverty or escape from near poverty. In this case, the Program will stop supporting the use of public-utility telecommunications services for households that have been recognized to be out of poverty and out of near poverty from the month following the month the enterprise receives the results of the poverty review, near-poor households provided by local competent agencies as prescribed.

Who is supported to use maritime mobile telecommunications services in Vietnam?

Pursuant to Article 27 of Circular 14/2022/TT-BTTTT (effective from December 12, 2022) stipulating as follows:

 Subjects supported by the Program to use maritime mobile telecommunications services (through the coastal radio system) are fishermen on Vietnamese ships and boats fishing at sea.

What are level of support and methods to support fishermen fishing and seafood using maritime mobile telecommunications services in Vietnam?

Pursuant to Article 28 of Circular 14/2022/TT-BTTTT (effective from December 12, 2022) stipulating level of support and methods to support fishermen fishing and seafood using maritime mobile telecommunications services in Vietnam as follows:

1. The level of support for using marine mobile telecommunications services for fishermen fishing at sea is determined for a period of 06 months under the decision of the Ministry of Information and Communications and applied according to regulations for Clause 3, Article 21 of this Circular.

2. Implementation method: Order service providers.
