Will the regulations on salary and allowance policies for teachers in Vietnam be revised in the near future?
On August 14, 2023, the Standing Committee of the National Assembly promulgated Resolution 686/NQ-UBTVQH15 in 2023 to monitor a special topic on the implementation of Resolution 88/2014/QH13 and Resolution 51/2017/QH14 of the National Assembly on the renovation of the curriculum and textbooks of general education.
As prescred in the Clause 1 Article 2 of Resolution 686/NQ-UBTVQH15 in 2023, in order to improve the institutional policy on salaries for teachers, the Standing Committee of the National Assembly has the following requirements:
- Amend and supplement the regulations on the regime, policy of salaries, allowances, and preferential treatment; training and development for teachers in accordance with the policies and roadmap for salary reform of the Party and the State.
In addition to amending the regulations on salary policy, the Standing Committee of the National Assembly also put forward a number of key tasks as follows:
- Urgent issuance of guiding documents on the method of pricing textbooks, maximum textbook pricing.
- Amend and supplement the regulations on the framework of positions, minimum staffing standards (Circular 16/2017/TT-BGDĐT) and the roadmap for application at general education institutions in accordance with the actual situation and characteristics in each region, province, and locality.
- Amend and supplement the regulations on the mechanism for allocating resources, managing, and disbursing state budget for general education institutions in the direction of:
+ Shifting from supporting public general education institutions to direct support for the poor, policy subjects;
+ Shifting from support based on the average allocation mechanism to the mechanism of the State ordering, assigning service provision based on output quality or bidding for service provision.
- The Ministry of Education and Training cooperates with the Ministry of Culture, Sports and Tourism, the Ministry of Home Affairs, and the Ministry of Justice to propose standards for arts teachers; research and pilot the model of linking training in specialized subjects (foreign languages, computer science, arts).

What are regulations on the formula for calculating the salary for 1 hour of teaching for primary school teachers at public schools currently in Vietnam?
As prescribed in Point c, Clause 1, Article 4 of Joint Circular 07/2013/TTLT-BGDDT-BNV-BTC, the calculation of 1-hour teaching salary of elementary school teachers as follows:
For teachers of preschool education establishments, general education establishments, professional secondary schools and teachers and lecturers of vocational training establishments:

Note: This salary for 1 hour of teaching is the basis for calculating the overtime salary of primary school teachers.
What are regulations on the salary coefficient for primary school teachers at public schools in Vietnam?
As prescribed in Article 8 of Circular 02/2021/TT-BGDĐT, the salary system for primary school teachers is regulated as follows:
Salary system
1. Civil servants appointed to the teaching positions of primary school teachers specified in this Circular shall be applied the corresponding salary table promulgated together with Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary system for officials, civil servants, and members of the armed forces, specifically as follows:
a) Primary school teachers of Grade III, code V.07.03.29, shall be applied the salary coefficient of civil servants of Type A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Primary school teachers of Grade II, code V.07.03.28, shall be applied the salary coefficient of civil servants of Type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
c) Primary school teachers of Grade I, code V.07.03.27, shall be applied the salary coefficient of civil servants of Type A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.
2. The salary system when appointed to a teaching position shall be implemented according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding salary system when upgrading, transferring, and changing the type of civil servants, and in accordance with the current regulations of the law. When implementing the new salary system, the salary system shall be implemented according to the regulations of the Government.
Therefore, primary school teachers shall have the following salary coefficients:
- Primary school teachers of Grade 3 shall apply the salary coefficient of civil servants of Type A1, from salary coefficient 2.34 to salary coefficient 4.98;
- Primary school teachers of Grade 2 shall apply the salary coefficient of civil servants of Type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
- Primary school teachers of Grade 1 shall apply the salary coefficient of civil servants of Type A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.
