Who is entitled to receive Vietnam Communist Party work allowance?

Based on Subsection 1.a and 1.b, Section 1 of the Guidance 05-HD/BTCTW in 2011 on implementing the allowance regime for officials and employees of party agencies, political-social organizations and the salary of the Vietnam Veterans Association according to the Notice 13-TB/TW, the following are the beneficiaries of the Vietnam Communist Partywork allowance:

Scope and beneficiaries:

a. Scope of application:

This Guidance applies to the allowance regime for party work, political-social organizations for officials, civil servants and workers in the assigned payroll, paid from the state budget, including:

- Advisory agencies of the Party: Office, Organization, People's Affairs, Propaganda, Foreign Affairs and the directly affiliated party committees from the Central to the district level.

- Agencies: Vietnam Fatherland Front, Vietnam General Confederation of Labor, Vietnam Farmers' Association, Ho Chi Minh Communist Youth Union, Vietnam Women's Union and Vietnam Veterans Association from the Central to the district level.

- Commanding agencies: Northwest, Central Highlands, Southwest.

b. Beneficiaries:

- Officials, civil servants and workers working in party agencies, political-social organizations from the Central to the district level, paid from the state budget as specified in point a, clause 1, Section I of this Guidance.

- Officials, civil servants and workers working in the inspection committees at all levels who have not yet been granted and are not beneficiaries of the responsibility allowance and the seniority allowance.

- People working under the contract of employment for a period of 1 year (12 months) or more in the agency of the party, political-social organization that has been classified according to the salary tables prescribed by the State belonging to the payroll quota approved by the competent authority.

Therefore, the beneficiaries of the Vietnam Communist Party work allowance are:

- Officials, civil servants, and workers working in party agencies, political-social organizations from the Central to the district level, paid from the state budget. Specifically:

Who is not entitled to the Vietnam Communist Party work allowance?

Based on Subsection 1.c, Section 1 of the Guidance 05-HD/BTCTW in 2011, the following subjects are not entitled to the Vietnam Communist Party work allowance:

- Officials, civil servants, and people working full-time in the Party, political-social organizations in the agencies and units of the State, armed forces.

- Officials, civil servants, public servants, and people working under the contract of employment in the Party's non-profit units; enterprises, non-profit units of the Party, political-social organizations.

- Officials and civil servants on leave pending retirement age.

- Officials and civil servants holding elected or appointed positions with a position salary of 9.70 or more or a leadership allowance coefficient of 1.20 or more.

- Officials and civil servants working in the inspection committees at all levels who are already receiving the responsibility allowance, or the responsibility allowance and the seniority allowance.

- People who are paid according to the military rank.

What is the rate of Vietnam Communist Party work allowance?

Based on Subsection 2, Section 1 of the Guidance 05-HD/BTCTW in 2011, the amount of the Vietnam Communist Party work allowance is 30% of the current salary plus the leadership allowance and the seniority allowance (if any).

In which:

Current salary = coefficient x basic salary

Note: From July 1, 2023, the basic salary is VND 1,800,000/month

The coefficient is specified depending on the grade specified in Decree 204/2004/NĐ-CP.

- Leadership allowance specified in Circular 02/2005/TT-BNV

Leadership allowance = coefficient x basic salary

- Seniority allowance specified in Circular 04/2005/TT-BNV.
