What is promulgation of guidance on emulation and reward work in the Information and Communications industry from January 1, 2024 in Vietnam?

On September 30, 2023, the Minister of Information and Communications issued Circular 11/2023/TT-BTTTT guiding emulation and reward work in the Information and Communications industry.

Circular 11/2023/TT-BTTTT takes effect from January 1, 2024 and replaces Circular 09/2018/TT-BTTTT.

Pursuant to Article 2 of Circular 11/2023/TT-BTTTT stipulating applicable subjects:

Applicable subjects

This Circular applies to collectives, officers, civil servants, public employees, and workers at units belonging to the Ministry and the Information and Communications sector; collectives and individuals with achievements contributing to the construction and development of the Ministry and the Information and Communications sector.

According to Circular 11/2023/TT-BTTTT guides emulation and rewards for subjects in the Information and Communications industry. As follows:

- Collectives, officials, civil servants, public employees, and workers at units belonging to the Ministry and the Information and Communications sector;

- Collectives and individuals with achievements contributing to the construction and development of the Ministry and the Information and Communications sector.

Who has authority to decide on emulation titles and forms of reward in information and communication industry?

Pursuant to Article 10 of Circular 11/2023/TT-BTTTT stipulates person competent to decide on awarding emulation titles and forms of reward as follows:

Authority to decide

1. The Minister of Information and Communications decides to donate:

a) Title "Emulation Flag of the Ministry of Information and Communications";

b) Title of "Excellent Labor Collective"

c) Title of "Emulation Soldier of the Ministry of Information and Communications";

d) Titles of "Advanced Labor", "Grassroots Emulation Soldier", "Advanced Labor Collective" for collectives and individuals of agencies and units under the Ministry that do not have legal status core;

d) Form of "Minister's Certificate of Merit".

2. Heads of agencies, units, organizations, and enterprises with legal status, separate accounts and seals decide to donate:

a) Title of "Advanced Laborer";

b) Title of "Grassroots Emulation Soldier";

c) Title of "Advanced labor collective";

d) Form of "Certificate of Merit".

According to this Article, the person competent to decide on emulation titles and forms of reward from the Ministry of Information and Communications is as follows:

- Minister of Information and Communications;

- Heads of agencies, units, organizations, and enterprises have legal status, have their own accounts and seals.

What is bonus level attached to the emulation title of the Ministry of Information and Communications in Vietnam?

Pursuant to Article 69 of Decree 91/2017/ND-CP stipulating the level of bonus for emulation titles:

Competition title bonus level

1. For individuals:

a) The title of "National Emulation Soldier" is awarded with a Diploma, Badge and a bonus 4.5 times the base salary;

b) The title of Emulation Soldier at the ministerial, department, branch, provincial and central mass organizations is awarded with a certificate, badge and a bonus of 3.0 times the base salary;

c) The title of "Grassroots Emulation Soldier" is awarded with a Certificate and a bonus of 1.0 times the base salary;

d) The titles of "Advanced Worker", "Advanced Soldier" are rewarded with 0.3 times the base salary.

2. For collectives:

a) The title of "Excellent Labor Collective", "Determined Winning Unit" is awarded with a Certificate and a bonus of 1.5 times the base salary;

b) The title of "Advanced Labor Collective", "Advanced Unit" is awarded 0.8 times the base salary;

c) Titles of "Cultural Village", "Cultural Village", "Cultural Hamlet", "Cultural Village", "Cultural Residential Group" are awarded with a Certificate and a bonus of 1.5 times the base salary. department;

d) The title of "Government Emulation Flag" is awarded with a flag and 12.0 times the base salary;

d) The title of Emulation Flag at the ministerial, department, branch, province, and central organizations levels is awarded with a flag and a bonus of 8.0 times the base salary.

According to this Article, the bonus level accompanying the emulation title of the Ministry of Information and Communications is as follows:

- The title of "Emulation Flag of the Ministry of Information and Communications" comes with a bonus of 14,400,000 VND.

- The title of "Excellent Labor Collective" has an accompanying bonus of 2,700,000 VND.

- For the title of "Emulation Soldier of the Ministry of Information and Communications", the accompanying bonus is 5,400,000 VND.

- The title of "Advanced Laborer" has an accompanying bonus of 540,000 VND.

- For the title of "Grassroots Emulation Soldier", the accompanying bonus is 1,800,000 VND.

- The title of "Advanced Labor Collective" comes with a bonus of 1,440,000 VND

Note: The current base salary is 1,800,000 VND/month in Vietnam (according to Article 3 of Decree 24/2023/ND-CP)
