According to Article 3 of Circular 01/2021/TT-BKHCN, positions and functions of specialized science and technology agencies under district-level People's Committees are as follows:

1. The Department of Economics or the Department of Economics and Infrastructure is a specialized agency under the district-level People's Committee, with the function of advising and assisting the district-level People's Committee in state management of science, technology and innovation in the area according to the provisions of law.

2. The Economic Department or the Economic and Infrastructure Department has a seal and account according to the provisions of law; Comply with the leadership and management of the organization, job positions, staffing and work of the District People's Committee, and at the same time comply with the direction, inspection and professional guidance of the Department Science and technology.

What are tasks and powers of the specialized science and technology agency under the district-level People's Committee in Vietnam?

According to Article 4 of this Circular, tasks and powers of specialized science and technology agencies under district-level People's Committees are as follows:

1. Submit to the People's Committee and Chairman of the District People's Committee:

a) Submit to the District People's Committee: Draft decision; mid-term and annual science, technology and innovation development programs and plans; programs and measures to organize the implementation of science and technology tasks at the district level; Establish a Science and Technology Advisory Council according to regulations and decentralization or authorization of the Provincial People's Committee;

b) Submit to the Chairman of the District People's Committee draft documents under the promulgation authority of the Chairman of the District People's Committee as assigned.

2. Organize the implementation of legal documents and plans on science, technology and innovation after being issued and approved: information, statistics, propaganda, guidance, dissemination, education and monitor law enforcement in the fields of science, technology and innovation; Provide professional guidance on science, technology and innovation management for commune-level People's Committees.

3. Manage and implement scientific and technological tasks using state budget; organize research and application of scientific and technological advances; develop a creative labor movement; disseminate and select results of scientific research and technological development, inventions, initiatives, technical improvements, and rationalization of production for local application; Organize and implement scientific and technological services in the area.

4. Organize the implementation of legal regulations on standards, measurement and product quality; Check and measure the quality of products and goods at the district level.

5. Organize the implementation of legal provisions on industrial property;

6. Organize inspection of organizations and individuals in compliance with policies and laws on science and technology in the area according to assignment, decentralization or authorization and provisions of law; Receive citizens, resolve complaints and denunciations, prevente and combate corruption and waste according to the provisions of law.

7. Manage, encourage, and support the development of cooperatives, collective economy, and private economy in science and technology in the area; Manage associations and non-governmental organizations according to assignment, decentralization or authorization; Guide and create conditions for associations and non-governmental organizations to participate in science and technology activities in the area.

8. Manage job positions, civil servant payroll, implement policies for civil servants specialized in science and technology management at district level according to Party regulations, laws and assignments, decentralization or authorization of district-level People's Committees and superior state agencies.

9. Build and maintain an information storage and provision system; Carry out information work, regular and irregular reports on the status of science and technology activities with the People's Council, District People's Committee, Department of Science and Technology and other state agencies upon request.

10. Manage and organize the effective use of headquarters, assets, working facilities, finance and assigned budget according to the provisions of law and the assignment and decentralization of the district-level People's Committee and of superior state agencies.

11. Perform other tasks as assigned by the People's Committee and Chairman of the District People's Committee.
