1. Population size:

a) Communes with 3,500 people or less are counted 10 points; over 3,500 people, for every 100 additional people, 0.5 points will be added, but not more than 35 points;

b) Mountainous and highland communes shall apply the rate of 75% specified at Point a of this Clause;

c) Communes with national borders on land shall apply the 30% rate specified at Point a of this Clause.

2. The natural area of ​​10 km2 or less is counted as 10 points; over 10 km2, every 0.5 km2 is added 0.5 points, but not more than 30 points.

3. Socio-economic development level:

a) The self-balancing of local budget revenues and expenditures is scored 10 points.

If the local budget revenues and expenditures are not balanced by themselves, if the local budget revenues are entitled according to decentralization compared to the total expenditures for the local budget balance of 30% or less, 3 points will be calculated; over 30%, for every 5% extra, 0.5 points will be added, but not more than 8 points;

b) Communes that are recognized as meeting rural standards will be counted 20 points.

In case the commune has not yet met the new rural standard, if it achieves any of the criteria in the system of criteria specified in the new rural standard, each criterion will be counted 1 point, but the total score of the criteria must not exceed 15 points;

c) Communes with national borders on land shall apply the 30% rate specified at Points a and b of this Clause.

4. Specific factors:

a) From 20% to 30% of the population is an ethnic minority, 1 point is counted; over 30%, for every 5% extra, 0.25 points will be added, but not more than 2 points;

b) Extremely difficult communes are counted 1 point;

c) Zone safe communes are awarded 1 point;

d) Having a special national relic or a UNESCO-recognized heritage is counted as 1 point.

Pursuant to Article 13 of Resolution 1211/2016/UBTVQH13 stipulates:

1. Population size:

a) Districts with 40,000 people or less are awarded 10 points; over 40,000 people, for every 3,000 additional people, 0.5 points will be added, but not exceeding 30 points;

b) Upland and mountainous districts shall apply the 75% rate specified at Point a of this Clause.

2. The natural area of ​​100 km2 or less is counted as 10 points; over 100 km 2 , every additional 15 km 2 will be added 0.5 points, but not more than 30 points.

3. Number of affiliated administrative units:

a) Having 10 or less commune-level administrative units is awarded 2 points; over 10 commune-level administrative units, for each additional 01 administrative unit, 0.5 points will be added, but not exceeding 6 points;

b) Having a ratio of 20% or less of the number of townships to the total number of commune-level administrative units is counted as 1 point; over 20%, an extra 5% will be added 0.5 points, but not more than 4 points.

4. Socio-economic development level:

a) The self-balancing of local budget revenues and expenditures is scored 10 points.

If the local budget revenues and expenditures cannot be self-balanced, if the local budget revenues are enjoyed according to the decentralization compared to the total expenditures of the local budget balance of 40% or less, 3 points shall be calculated; over 40%, for every 5% extra, 0.5 points will be added, but not more than 8 points;

b) The proportion of industry, construction and services in the economic structure of 50% or less is counted as 1 point; over 50%, for every 5% extra, 0.5 points will be added, but not more than 3 points;

c) Only 15% to 20% of affiliated communes meet rural standards, only 1 point will be counted; over 20%, for every 5% extra, 0.25 points will be added, but not more than 3 points;

d) The percentage of trained workers of 50% or less is counted as 1 point; over 50%, for every 5% extra, 0.25 points will be added, but not more than 3 points;

dd) The percentage of affiliated commune-level administrative units that meet the national criteria for health is 50% or less, which is counted as 1 point; over 50%, for every 5% extra, 0.25 points will be added, but not more than 3 points;

e) The percentage of poor households from 4.5% or more is counted as 1 point; less than 4.5%, for every 0.5% decrease, 0.25 points will be added, but not more than 3 points.

5. Specific factors:

a) From 20% to 30% of the population is an ethnic minority, 1 point is counted; over 30%, for every 5% extra, 0.25 points will be added, but not more than 2 points;

b) There are between 10% and 20% of commune-level administrative units attached to the national border on the mainland, 1 point is counted; over 20%, for every 5% extra, 0.25 points will be added, but not more than 2 points;

c) The poor district is counted 1 point.

Pursuant to Article 12 of Resolution 1211/2016/UBTVQH13:

1. Population size:

a) Provinces with 500,000 people or less are counted 10 points; over 500,000 people, for every additional 30,000 people, 0.5 points will be added, but not exceeding 30 points;

b) Mountainous and highland provinces shall apply the rate of 75% specified at Point a of this Clause.

2. The natural area of ​​1,000 km2 or less is counted as 10 points; over 1,000 km 2 , for every 200 km 2 extra, 0.5 points will be added, but not more than 30 points.

3. Number of affiliated administrative units:

a) Having 10 or less district-level administrative units is awarded 2 points; over 10 district-level administrative units, for every additional one administrative unit, 0.5 points will be added, but not exceeding 6 points;

b) There is a ratio of 20% or less of the number of provincial cities and towns to the total number of district-level administrative units, which is counted as 1 point; over 20%, an extra 5% will be added 0.5 points, but not more than 4 points.

4. Socio-economic development level:

a) Having a rate of regulation of revenues distributed to the central budget of 10% or less is counted as 8 points; over 10%, an additional 1% will be added 0.25 points, but not more than 10 points.

In case there is no adjustment ratio of revenues distributed to the central budget, if there is a local budget revenue of 50% or less compared to the total balance of local budget expenditures, it is calculated 3. point; over 50%, for every 5% extra, 0.5 points will be added, but not more than 8 points;

c) The average income per capita of the whole country or below is counted as 1 point; above the national average, for every 5% increase, 0.25 points will be added, but not more than 2 points;

d) The economic growth rate below the national average is counted as 1 point; above the national average, for every 0.5% increase, 0.25 points will be added, but not more than 2 points;

dd) From 20% to 30% of districts meeting rural standards, 1 point will be counted; over 30%, for every 5% extra, 0.25 points will be added, but not more than 2 points;

e) The percentage of trained workers from the national average level or less is calculated as 1 point; above the national average, for every 5% increase, 0.25 points will be added, but not more than 2 points;

g) The rate of hospital beds per ten thousand people below the national average is calculated at 0.5 points; above the national average, for every 5% increase, 0.25 points will be added, but not exceeding 1.5 points;

h) The ratio of doctors per ten thousand people below the national average is 0.5 points; above the national average, for every 5% increase, 0.25 points will be added, but not exceeding 1.5 points;

i) The percentage of poor households from the national average level or higher is calculated as 1 point; below the national average, for every 0.5% decrease, 0.25 points will be added, but not more than 2 points.

5. Specific factors:

a) From 20% to 30% of the population is an ethnic minority, 1 point is counted; over 30%, for every 5% extra, 0.25 points will be added, but not more than 3 points;

b) There are between 10% and 20% of district-level administrative units directly under the national border on the mainland, 1 point is counted; over 20%, each additional 10% will be charged 0.25 points, but not more than 2 points.
