What is calculation of attractive allowances for officials and civil servants working in areas with particularly difficult socio-economic conditions in Vietnam?
Pursuant to Article 4 of Decree 76/2019/ND-CP regulating attraction allowances:
Attractive allowance
Subjects specified in Article 2 of this Decree are entitled to an attraction allowance equal to 70% of the current salary (according to the salary schedule prescribed by competent agencies of the Party and State) plus leadership position allowances, over-seniority allowance (if any) applies to actual working time in areas with extremely difficult socio-economic conditions not exceeding 5 years (60 months).
Thus, currently, the attractive allowance rate applicable to the actual working time in areas with extremely difficult socio-economic conditions not exceeding 05 years (60 months) in Vietnam is calculated as follows:
Attraction allowance = 70% of current salary + Leadership position allowance + Over-seniority allowance
In there:
Current salary = Coefficient x Base salary
Leadership position allowance = Coefficient x Base salary
Excess seniority allowance = 5% x Salary of the last salary level

Which areas are identified as areas with particularly difficult socio-economic conditions that are eligible for attractive allowances in Vietnam?
Pursuant to Article 1 of Decree 76/2019/ND-CP stipulates the scope of adjustment as follows:
Scope
1. This Decree regulates policies for cadres, civil servants, public employees, workers and salary earners in the armed forces (People's Army, People's Police and cipher) working in areas with particularly difficult socio-economic conditions, including: Attractive allowances; long-term service allowance; first-time allowance; subsidies for purchasing and transporting fresh and clean water; Lump-sum allowance when moving out of an area with extremely difficult socio-economic conditions or upon retirement; pay train fares; allowances for sightseeing, studying, and professional training; Preferential allowances according to occupation; Mobility allowances and ethnic minority language teaching allowances for teachers and education management officials.
2. Areas with extremely difficult socio-economic conditions specified in Clause 1 of this Article, including:
a) Truong Sa, Hoang Sa, DK1 island districts;
b) Region III communes in ethnic minority and mountainous areas and island communes with special difficulties according to the Prime Minister's Decision;
c) Villages, villages, hamlets, villages, phum, squirrels, hamlets,... (collectively referred to as villages) are especially difficult according to the Prime Minister's Decision.
Thus, the subjects eligible for attractive allowances are officers, civil servants, public employees, employees and salary earners in the armed forces working in areas with particularly difficult socio-economic conditions in Vietnam.
Areas with particularly difficult socio-economic conditions in Vietnam, including:
- Truong Sa, Hoang Sa, DK1 island districts;
- Region 3 communes in ethnic minority and mountainous areas and island communes with special difficulties according to the Prime Minister's Decision;
- Villages, villages, hamlets, villages, phum, squirrels, hamlets,... (collectively referred to as villages) are especially difficult according to the Prime Minister's Decision.
How long is time to enjoy attractive allowances when working in areas with particularly difficult socio-economic conditions in Vietnam?

Clause 1, Article 13 of Decree 76/2019/ND-CP stipulates the actual working time in areas with extremely difficult socio-economic conditions as a basis for calculating allowances and benefits:

Actual working time in an area with extremely difficult socio-economic conditions is the total working time with compulsory social insurance payment in an area with extremely difficult socio-economic conditions (If there is a break in time without social insurance benefits, it will be accumulated), including:
a) Working time in agencies, organizations, and public service units of the Party, State, and socio-political organizations;
b) Working time in the People's Army, People's Police and cipher.

Thus, the period of enjoyment of attractive allowances is the period of working in areas with extremely difficult socio-economic conditions not exceeding 5 years (60 months) in Vietnam.
Actual working time in an area with extremely difficult socio-economic conditions is the total working time with compulsory social insurance payment in an area with extremely difficult socio-economic conditions in Vietnam, including:
- Working time in agencies, organizations, and public service units of the Party, State, and socio-political organizations;
- Time spent working in the People's Army, People's Police and cipher.
