What conditions must be met to register for commune accounting civil servant recruitment in Vietnam?

Pursuant to Article 6 of Decree 112/2011/ND-CP stipulating the conditions for registering for commune-level civil servant recruitment as follows:

1. Conditions for registering for commune-level civil servant recruitment comply with the provisions of Article 36 of the Law on Cadres and Civil Servants. The Commune-level People's Committee determines other conditions specified in Point g, Clause 1, Article 36 of the Law on Cadres and Civil Servants to ensure compliance with the standards of commune-level civil servant titles to be recruited in the recruitment plan and report. District People's Committee approves before recruitment.

2. In addition to the recruitment registration conditions specified in Clause 1 of this Article, the position of Commune-level Military Commander and Commune Police Chief must fully meet the selection criteria as prescribed in Article 3 of this Decree. 

According to Article 36 of the Law on Cadres and Civil Servants 2008, the regulations amended by Article 1 of the Law on Cadres and Civil Servants and the amended Law on Public Employees 2019 have the following provisions:

1. People who meet the following conditions,  regardless of nationality, gender, social status, belief and religion, may register for civil servant recruitment:

a) Have one nationality which is Vietnamese nationality;

b) Be 18 years old or older;

c) Have an application; have a clear background;

d) Have appropriate diplomas and certificates;

d) Have good political and moral qualities;

e) Healthy enough to perform duties;

g) Other conditions as required by the candidate position.

2. The following people are not allowed to register for civil service recruitment:

a) Not residing in Vietnam;

b) Loss or limited civil act capacity;

c) Being prosecuted for criminal liability; are serving or have completed serving a criminal sentence or decision of the Court but have not had their criminal record erased; are being applied administrative handling measures sending to compulsory detoxification establishments, sending to compulsory education establishments.

Thus, in order to be registered as a commune accounting civil servant, you must fully meet the above conditions and be a resident in Vietnam, not lose your civil act capacity and not be liable for criminal liability, must not have a criminal record in Vietnam.

What tasks must commune accounting civil servants perform in Vietnam?

In Clause 5, Article 2, Circular 13/2019/TT-BNV stipulates the duties of commune finance and accounting civil servants as follows:

a) Advise and assist the People's Committee of communes in organizing the performance of tasks and powers of the People's Committee of the commune in the following areas: Finance and accounting in the locality as prescribed by law;

b) Directly perform the following tasks:

Formulate commune-level budget revenue and expenditure estimates and submit them to competent authorities for approval; organize the implementation of budget revenue and expenditure estimates and measures to exploit revenue sources in the locality;

Organize financial and budgetary activities under the guidance of superior financial authorities; settle the commune budget and make financial and budget statements in accordance with the provisions of law;

Performe budget accounting (accounting for revenue and expenditure of the commune budget, accounting for specialized public funds and other financial activities, cash accounting, deposit accounting, payment accounting, material accounting) investment, property...) in accordance with the provisions of law;

Assume the prime responsibility for, and coordinate with other civil servants in, managing public property; Inspect and settle construction investment projects under the management authority of the Commune People's Committee according to the provisions of law;

c) Perform other tasks as prescribed by specialized laws and assigned by the Chairman of the People's Committee at the commune level.

According to this Article, commune accounting civil servants will perform the tasks as prescribed above.

What cases are exempted from probation for commune accounting civil servants in Vietnam? 

In Article 8 of Circular 13/2019/TT-BNV, there are regulations on cases of exemption from probationary regime for commune-level civil servants as follows:

1. Persons recruited into the title of commune-level civil servant: Office - statistics; Cadastre - construction - urban and environment (for wards and towns) or Cadastre - agriculture - construction and environment (for communes); Accouting financial; Justice - civil status; Socio-cultural, exempt from the probationary regime when fully meeting the following conditions:

a) Have had a working period with compulsory social insurance payment equal to or greater than the probationary period specified in Clause 2, Article 22 of Decree No. 112/2011/ND-CP corresponding to the title of commune-level civil servant to recruit;

b) During the period of work with compulsory social insurance payment specified in Point a of this Clause, the person recruited as a commune-level civil servant has done work consistent with the duties of the recruited commune-level civil servant position. use.

2. Civil servants working in communes: mountainous areas, highland areas, border areas, islands, island communes, remote areas, ethnic minority areas, disadvantaged areas, and especially difficult socio-economic conditions during the internship period, he/she will receive 100% of the starting salary according to your training level. The probationary period is not included in the time to consider salary increases based on the annual term.

3. People recruited as commune-level civil servants who do not fully meet the conditions specified in Clause 1 of this Article must comply with the probationary regime; The time the recruited person has done the jobs specified in Point b, Clause 1 of this Article (if any) is counted as the probationary period.

According to this Article, if you have worked in the accounting field with compulsory social insurance payments equal to or greater than your probationary period, you will be exempted from probation when recruited as a commune accounting civil servant in Vietnam.
